Council Minutes of 2/21/89 -3- <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) The Cuyahoga County Litter and Recycling <br />Advisory Board met Thursday, February 9th, at the Cleveland Zoo. The general <br />purpose of this board is to advise local governments, .and their program mana- <br />gers, on litter control and provide a means for an exchange of information. <br />Specific goals include litter prevention, recycling education, recycling and <br />litter collection drives, litter containment and enforcement of litter laws. <br />The first program for 1989 will be Clean Up Ohio Week, April 22nd to 29th. <br />Next meeting of the board will be March 23rd. <br />Audience participation: <br />Helen Montgomery, 4683 West 152nd Street, Cleveland, addressed council with <br />respect to the Beirut Memorial. She is a representative from the Ohio/Beirut <br />Memorial Organization which is seeking land on which to raise a monument to <br />the fourteen Ohioans killed on October 23, 1983. The group has raised $450 <br />of its $4,000 goal since being formed on July 27, 1987. Would like to have <br />the monument dedicated on October 22, 1989, the sixth anniversary of the <br />killing of 241 Americans. Would ask council to designate a piece of land <br />at the new Memorial Park proposal for this state monument. <br />Roy Garland, 4576 Camellia, invited council and audience to attend a Chamber of <br />Commerce Meeting on Thursday, June 15th. State Treasurer, Mary E11en Withrow, <br />will be the guest speaker at this noon meeting. There is a fee for the luncheon <br />and it will be open to everyone. Also, would like to invite everyone to attend <br />a meeting of The Toastmasters on Thursday evenings, at Birch Educational Center, <br />6:30 P.M. to 7:30 P.M. <br />Glen Vannoy, 4811 Clague Road, spoke in support of .Ordinance Nos.. 88-54 and <br />88-55 which provide for right and left turn signage at Clague and Brookpark <br />Roads. Does not want this legislation "tabled"; would like to see it held in <br />committee until he submits a further report on the traffic problems in this <br />area when council meets on March 21st. Council agreed to place the legisla- <br />tion back into committee until it has had time to consider Mr. Vannoy's report. <br />Rick Noble, 4771 Clague Road, spoke in support of Mr. Vannoy. Related inci- <br />dents of many drivers pulling into driveways in this area which create a <br />most dangerous problem for normal traffic as well as for the school children <br />waiting for the school bus to pick them up. <br />LEGISLATION: <br />Ordinance No. 88-3 introduced by Mr. McKay was given its third reading. An <br />ordinance enacting a new Chapter 759 of the Codified Ordinances of the City <br />of North Olmsted to provide for registration of users of pesticides and pesti- <br />cide products and for notification to registered residents, and declaring an <br />emergency, as amended. Mr. McKay moved to table Ordinance No. 88-3, second by <br />Mr. Boehmer, unanimously approved. Ordinance No. 88-3 tabled. <br />Ordinance No. 89-2 introduced by Mayor Petrigac was given its third reading. <br />An ordinance amending Section 943.07 of the Codified Ordinances of the City of <br />North Olmsted entitled, "Rates for Opening and Closing Graves" of Chapter 943 <br />entitled "Cemeteries", and declaring an emergency. Mr. Wilamosky moved for <br />adoption, second by Mr. Tallon, unanimously approved. Ordinance No. 89-2 adopted. <br /> <br />i <br />
