.+ <br />Council Minutes of 2/6/89 -3- <br />Mr. Wilamosky, Chairman Finance Committee reported: 1) Finance Committee met <br />in joint session with Council-as-a Whole Committee and the administration to <br />review the police negotiation package. The administration agreed to re- <br />place, in Section 6.6, language indicating that an Evidence Technician, after <br />completion of schooling, would receive Evidence Technician's pay. Additionally, <br />the proposal calls for a 4.57 wage increase for three consecutive years; provides <br />for two additional holidays,. and when a holiday is worked, the officer will be <br />paid time and a half and then will have a holiday off at a future date; de- <br />tective's pay will increase $100 per year - going to $600, $700 and $800; uniform <br />allowance will go to $525, $550 and $575 in the next three years; hospitalization <br />program will be open for re-negotiations later in 1989. Committee has no <br />objection to Ordinance No. 89-4 covering police negotiations. <br />2) Committee also met on February 1st with Director Noble, the Mayor and Council- <br />man Tallon in attendance; Ordinance No. 89-2, covering fees for grave openings, <br />was discussed. Existing ordinance does not provide for burial of ashes; Ordin- <br />ance No. 89-2 will set up fees that cover the city's cost for such a service. <br />.Committee has no objection. <br />3) Finance Committee also discussed Ordinance No. 89-5 covering the sale of sur- <br />plus property at 5946 Barton Road - a good sized lot covering 206.7 feet of frontage; <br />rear yard is 232 feet, by 231 feet north and 230 feet south. Committee discussed <br />subdividing the property for future development or possibly ingress and egress to <br />the soccer area with room for ditch maintenance. Will retain Ordinance No. 89-5 <br />in committee for future discussion and final decision. <br />4) Committee also discussed Ordinance No. 89-6, which provides for the hiring of <br />an engineering firm to provide estimates of cost for the preparation of a compre- <br />hensive zoning ordinance dealing with establishment of impact fees. Councilman <br />Wilamosky has written to the Ohio Municipal League requesting names of any cities <br />in Ohio who currently have such fees. Mayor Petrigac indicated that she also <br />has some documentation with regard to impact fees. This legislation will also <br />be looked at further and will be retained in committee, pending receipt of fur- <br />ther information from the Ohio Municipal League. <br />5) Ordinance No. 89-7 was discussed; this ordinance provides for an appropria- <br />tion to cover appraisal costs for the Barton Road and Butternut .Ridge Road <br />properties. Since the Butternut Ridge Road property is not as clearcut as the <br />Barton Road .property, would recommend that the ordinance be amended as follows: <br />Section 1, General Fund, to read "Appraisal of the Barton Road Property, <br />Current -0-, Increase $500, Revised $500", second by Mr. O'Grady, unanimously <br />approved. <br />6) The last item discussed by the Finance Committee was Ordinance No. 89-8 which <br />establishes compensation to be paid to all hourly employees of the North Olmsted <br />Municipal Bus Line; committee has no objections and will request suspension of <br />rule requiring three readings on this legislation. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Meeting of January 25th was called to order at 7:30 P.M. with Councilmen <br />O'Grady, Bohlmann and Tallon in attendance as well as Building Commissioner Conway. <br />The following requests were discussed: <br />a. McDonald's Restaurant, 27322 Lorain Road, revised proposal to construct <br />new building and revised site plan. Planning Commission and ARB have requested <br />a ground sign as well as esthetic lighting of the roof beams. McDonald's was <br />totally uncooperative on the issue of the sign; Building Commissioner ruled that <br />the beam lighting was not part of signage and therefore did not fall under the <br />restrictions. Mr. Morgan, Planning Co~nission member, noted that builders are <br />using lighting as an integral part of the design; however North Olmsted has no <br />ordinance covering this at the present time. Mr. Tallon will be submitting some <br />sample legislation to the Law Department for approval and also to the City Planner <br />for his input. In the meantime, Mr. Tallon moved council approve the McDonald's <br />Restaurant as above stated„second by Mr. Bohlmann. Roll call on motion: Affirma- <br />tive vote: Bahas, Boehmer, Bohlmann, McKay, O'Grady, Tallon.
