Council Minutes of 1/3/89 -2- <br />3) Real estate bills are out; complaints are coming in. City's gross tax rate <br />is 87.4 mills with an effective rate of 57.5 mills for residential and 71.66 <br />`"~'"'° mills for commercial. <br />`' 4) Has communicated with the County Treasurer and the County Budget Commission <br />in order to participate in the Advanced Distribution Program which will allow <br />the city to receive different percentages on real estate taxes earlier in the <br />first half; will receive two/three checks. in January, two checks in February, <br />as opposed to waiting until June to receive the total distribution. It tends <br />to help the city's cash flow and has been done since 1982. Deadline for real <br />estate tax payment is January 24th this year; it has been extended from a <br />previous date of January 8th or 9th. <br />5) Has also received the last check for 1988 from the $5.00 License Fee collection <br />which totalled $178,300 - $119,000 from the city's $5.00 fee and $59,000 from <br />the county's add-on $5.00 fee. <br />6) RTA completed their audit prior to the end of the old contract; there were <br />some questionable items in 1987 and prior to that time,. amounting to $3.6,535, <br />which RTA had agreed to reimburse the city for; this check has been received. <br />Mr. Bohlmann, Chairman Intra-Governmental Relations and Legislation Committee <br />as well as Recreation, Public Parks and Buildings Committee reported: <br />1) Legislative Committee met for the purpose of interviewing Thomas Restifo to <br />fill a vacancy on the Board of Zoning Appeals; committee unanimously recommends <br />this appointment. Mr. Bohlmann moved council approve the appointment of <br />Thomas Restifo to the Board of Zoning Appeals for the term effective December <br />1, 1988, to December 31, 1991, second by Mr. McKay, unanimously approved. <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and Drain- <br />age Committee reported: 1) A joint meeting of Streets and Drainage, Long Range <br />Planning and Safety Committees was held on December 28th to discuss Resolution <br />No. 88-140 which deals with the center line of proposed State Route 252, north <br />from Great Northern Boulevard to Westlake. In November of 1988, Westlake de- <br />clined, by vote, to have the State of Ohio upgrade Route 252 through their city. <br />North Olmsted would like to propose an alternate plan which would change the center <br />line of the original plan to connect from Great Northern Boulevard, in a northerly <br />direction, and reconnect with Columbia Road approximately 650 feet south of <br />Gessner Road. This is a plan to solve the hazards which exist a the turns on <br />Columbia Road where a number of accidents have occurred. Committee has no <br />objection and recommends passage of this legislation. <br />Mr. Boehmer, Chairman Public Safety, Health and Welfare Committee reported: <br />1) A snow ban is in effect in North Olmsted from 7 P.M. tonight to noon tomorrow. <br />2) Moved council have no objection to the issuance of an F2 liquor permit for the <br />West Shore .Republican Organization, 29271 Lorain Road, North Olmsted, for a function <br />to be held on February 12, 1989, second by Mr. McKay, unanimously approved. <br />Mr. O'Grady, Chairman Transportation Committee reported: 1) There is no report <br />from the Transportation Committee, however, he would like to correct an error <br />that was made in a recent newspaper article with respect to the 1.7 mill <br />property tax levy which will be on the special election ballot on February 7th. <br />The article erroneously stated that on an $80,000 house, the tax would cost the <br />homeowner $42 PER MONTH. This is not correct - on an $80,000 house, the tax <br />will cost the homeowner $41.65 PER YEAR. Would hope all the news media would <br />report out on this corrected figure and save many phone calls of complaint. <br />:President Pro Tem Tallon, Chairman Building, Zoning and Development Committee <br />reported: 1) Public Hearing was held this evening with respect to Ordinance <br />No. 88-122, changing a premise from Single Residence A District to General Re- <br />tail District. This legislation is on third reading this evening and will be <br />considered under "Legislation". <br />...E <br />
