Council Minutes of 11/20/90 <br />Audience Partici tion (continued): <br />John choler, C areshire, 'ves very close to the property that is <br />being considered for rezoning. The people who live in this area bought <br />their property as residential; the people are asking Council to leave it <br />residential. <br />Norm Musial, 27950 Sar~:ers Lane, wanted clarification art whether Council <br />had the power to change the tax credit on the proposed 1% incane tax <br />increase. <br />Mayor Boyle responded that Council would not have the ability to change <br />the tax credit or arty other part of the income tax issue. A change <br />would require a vote of the people. <br />Mr. Musial then asked if a ten-year projection of proposed revenues and <br />expenditures had been prepared. He feels the City should have some <br />type of proposed expenditures for the money that will be generated from <br />the income tax increase. <br />Mr. Boehmer felt that such a projection would come from the <br />Administration with input from Cotmcil. <br />Mayor Boyle agreed that such a projection would be an administrative <br />task; indeed, in 1988 and 1989, Mrs. Petrigac's Administration presented <br />Council with a permanent improvement plan which was adopted. This was <br />used when the City first applied for Issue 2 money. Also, the current <br />Administration presented a detailed outline of appropriations when <br />applying for Isstbe 2 money. Another permanent improvement plan will be <br />presented for next year. <br />Law Director Gareau wanted to assure residents that Council had not <br />embarked upon a program of wholesale rezoning within the City. He <br />acknowledges that residents may not like the fact that we have a great <br />deal of General Retail zoning. However, it is within the wisdom of <br />Council to determine whether ar not that is appropriate or in the best <br />interest of the public health, safety and welfare. <br />LEGISLATION <br />Ordinance No. 90-107. An ordinance providing for the amendment of the <br />Zone Map of the City of North Olmsted, which Zone Map is part of the <br />Zoning Code of the City of North Olmsted, by changing the premises <br />hereinafter described. from Single Residence A District to Mixed Use <br />District A. Mr. O'Grady troved to adopt Ordinance No. 90-107. Roll <br />call: Mr. O'Grady, Yes; Mr. Tallon, No. <br />Mr. Tallon asked to have the opportunity to explain his change in vote <br />on this issue. It has beers a long anti emotional issue, and as a member <br />of the BZD Committee he had attended most of the meetings involving this <br />rezoning.
