Council Minutes of 11/20/90 <br />LEGISLATI~T (CONTINUID) <br />rec ed a zoning change; Plamzing Commission accepted this but <br />required a deed restriction oaz the Columbia Road side of the property. <br />However, since these events, there has been a groundswell of citizen <br />opposition. This opposition has convinced the Mayor to veto the <br />legislation. The citizen opposition and the veto of the Mayor has <br />convinced him to vote No. <br />Continue Roll call: Mrs. Beringer, No; Mr. Nashar, has decided to vote <br />No because of the many calls he received from residents in his ward <br />opposing this rezoning; Mr. McKay, No. Motion fails with 4 No's and 1 <br />Yes. The Mayor's veto stands. <br />Ordinance No. 90-141 introduced by Mr. Nashar was given its third <br />reading. An ordinance creating new Section 1341.03 of the City of North <br />Olmsted Codified Ordinances, entitled "Street Cleaning Deposit ~. Fee," <br />and declaring an emergency. Mr. Nashar moved for adoption; second by <br />Mrs. Saringer; passed unanimously. Ordinance No. 90-141 adopted. <br />Resolution No. 90-155 introduced by Mayor Boyle was given its third <br />reading. A resolution declaring the necessity of an election oaz the <br />question of approving the passage of ari ordinance to amend Sections <br />1501.0101, 1501.0501, 1501.0502, 1501.1302, 1501.1901, and 1501.2101 of <br />the Codified Ordinances of the City of North Olmsted, Ohio, in order to <br />increase the Municipal Income Tax Rate from Daze percent to two percent <br />and to increase the Municipal Incoa~ Tax Credit to one hundred percent <br />of the income tax paid to another m~micipality oaz income taxed by the <br />City of North Olmsted to the extent that the income tax so paid does not <br />exceed two percent of that taxable income, and declaring an emergency. <br />Mr. Tallon moved to adopt Resolution No. 90-155; second by Mr. McKay; <br />passed unanimously. Resolution No. 90-155 adopted. <br />Ordinance No. 90-149 introduced by Mayor Boyle was given its second <br />reading. An ordinance establishing the method by which fees for the use <br />of the facilities of the Recreation Department are to be fixed, and <br />repealing Ordinance No. 89-36, and declaring an emergency. <br />Resolution No. 90-150 introduced by Mr. O'Grady was given its second <br />reading. A resolution authorizing the Director of Public Safety to <br />advertise for bids for the clearing and leveling of land, placement of <br />drainage and seeding of the northwestern portion of North Olmsted Park <br />in the City of North Olmsted, and declaring an emergency. <br />Ordinance No. 90-157 was introduced and placed oat first reading by Mr. <br />O'Grady. An ordinance establi.shi.ng the organization of the Police <br />Division of the Department of Public Safety, and declaring an emergency. <br />Resolution No. 90-158 was introduced and placed on first reading by Mr. <br />Tallon. A resolution accepting the amounts and rates as determined by <br />the Budget Commission and authorizing the necessary tax levies and <br />certifying them to the County Auci.tor. Mr. Tallon asked Council for <br />suspensioaz of the rule requiring three readings; second by Mr. McKay; <br />passed tmanimously.
