Council Minutes of 11/7/90 <br />Mr. O'Grady, Chairman of Public Safety, Health and Welfare Committee <br />reported: 1) Moved Council have no objection to the issuance of an F-2 <br />liquor permit to Art Studios Inc. at 2500 Great Northern Blvd., North <br />Olmsted, for an event to be held on Saturday, November 17, 1990 from 7:30 <br />to 11:30 p.m.; second by Mr. Nashar; passed unanimously. <br />Audience Partici tion: <br />Eileen Schuler, ~~-~lareshire X62-H, presented Council with petitions <br />containing 1,060 names of registered voters who are against the passage <br />of Ordinance No. 90-107. The residents are thoroughly against the <br />rezoning and feel a stand must be taken. <br />Julie Montilla, 24625 Clareshire 4103, President of the 72-unit <br />Clareshire Court Condominiums, told Council of the comments she heard <br />while soliciting signatures for the petitions against 90-107. Residents <br />are angered and disgusted with the development of the City. She <br />suggested that the proposed income tax was defeated because citizens want <br />the City Government to be accountable. Residents are tired of rampant <br />commercialism; what should be a beautiful suburb is a concrete <br />catastrophe ar~d a traffic nightmare. <br />Michael Hoyt, 4775 Silverdale, was concerned about Ordinance 90-124, <br />which is another rezoning issue. He wondered why this was being <br />reconsidered when it had been previously defeated. He feels that it is <br />unfortunate that lots that could be kept residential are being rezoned <br />commercial. <br />Angelo Skoulis, 24732 Mitchell Drive, expressed concern about the <br />problems the City is experiencing as a result of the commercial growth. <br />He feels it will be a ni.gk~tmare if all the land that is zoned for <br />commercial use is fully developed. Residents have been fighting this <br />battle for two years and have used every sound argument and reason to <br />convince Council that this rezoning is wrong. This proposal had <br />previously been turned down by the Planning Commission an three different <br />occasions; however, this past July, when marry of the residents were on <br />vacation, Planning Commission approved this proposal. Mr. Skoulis <br />reminded Council that the Mined Use Zoning allows buildings up to 20 <br />stories to be built; these buildings would be built within 60 feet of <br />residential property. The residents feel that the City has been very <br />generous to this developer--only a year ago he was granted a zoning <br />change on 24 acres of beautifully wooded, residential land. He said he <br />was going to build office buildings that were desperately needed; a year <br />has gone by and no construction has begun. Also, this developer owns <br />land, property, and buildings in excess of $50,000,000, which means he <br />has land that he probably won't get around to developing for 15 or 20 <br />years. It seems that he has mare than he needs. Mr. Skoulis mentioned <br />that every person he approached to sign the petition was against this <br />rezoning; riot one person refused to sign. Indeed, the number of <br />;; signatures obtained was a mall fraction of the total potential that <br />could have been obtained had there been enough time.
