Council Minutes of 11/7/90 LEGISLATION (CONTINUED): Resolution No. -1 introduced by Mr. Tallon was given its third reading. A resolution authorizing the Director of Fublie Service to advertise for bids for spot pavement recycler with operator for spot repairs arxi crack fill material applied as per specifications., and authorizing the Mayor to contract for same, and. declaring an emergency. Mr. Tallon moved for adoption; second by Mr. Nashar; passed unanimously. Resolution No. 90-135 adopted. Resolution No. 90-137 introduced by Mr. McKay was given its third reading. A resolution authorizing the Director of Public Service to advertise for bids for the collection of all refuse in the City of North Olmsted, arxi authorizing the Mayor to contract for same, and declaring an emergency. Mr. McKay moved for adoption; second by Mrs. Babas; passed unanimously. Resolution No. 90-137 adopted. Ordinance No. 90-138 introduced by Mayor Boyle was given its third reading. An ordinance providing for the procedure to implement a joint purchasing program in cooperation with the Westshore Council of Governments, and declaring an emergency. Mr. Tallon moved for adoption; second by Mrs. Babas; passed unanimously. Ordinance No. 90-138 adopted. Ordinance No. 90-141 introduced by Mr. Nashar was given its second reading. An ordinance creating new Section 1341.03 of the City of North Olmsted Codified Ordinances, entitled "Street Cleaning Deposit and Fee," and declaring an emergency. Ordinance No. 90-142 introduced by Mayor Boyle was given its second reading. An ordinance amer~.ing Section 1125.03 of the Codified Ordinances of the City of North Olmsted, entitled "Members; Chairman," so as to eliminate the term limitation of the Chairman of the Architectural Review Board. Ordinance No. 90-146 was introduced by Mr. Tallon and given its first reading. An ordinance to transfer and make appropriations for current expenses and other exper~li.tures for the City of North Olmsted for the year ending December 31, 1990, and declaring an emergency. Mr. Tallon moved for suspension of the rules requiring three readings and submission to committee; second by Mr. McKay; passed unanimously. Mr. Tallon moved for adoption; second by Mr. O'Grady; passed unanimously. Ordinance No. 90-146 adopted. Ordinance No. 90-147 was introduced by Mr. Tallon and given its first reading. An ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 1991. Mr. Tallon moved to amend Ordinance No. 90-147 so as to replace the heading "General Fund", above the words "Police Department", with the heading "Hotel/Motel Tax Fund" and to place the heading "General Fund" above the words "Senior Center"; second by Mr. Nashar; passed unanimously. Mr. Tallon moved for suspension of the rules requiring three readings and submission to committee; second by Mr. O'Grady; passed unanimously.
