Council Minutes of 10/16/90 <br />Mayor Boyle, the Administration, Council and the audience recognized <br />Sarah McIntyre who designed the new City flag. Sarah had. been presented <br />a Proclamation during the 175th Anniversary celebration. <br />Mayor Boyle presented a Proclamation to Mrs. Karen Voinovich, Council <br />Member from Fairview Park, supporting National Red Ribbon Week, October <br />20 through 28. Mrs. Voinovich explained that this week had been <br />designated for cities to engage in different activities for the <br />prevention of substance abuse among youths. Mrs. Voinovich expressed <br />appreciation of the support from North Olmsted and was recognized by the <br />Mayor, Administration, Council aril the audience. <br />Mayor Boyle presented a plaque aril. a Proclamation naming Mr. Don Schmidt <br />as 1989 Citizen of the Year. Mr. Schmidt expressed thanks and was <br />recognized by the Mayor, Administration, Council and the audience. <br />Mayor Boyle reported: 1) Phase I of the sanitary sewer renovation plan <br />has begun in the Deerfield area. Use of the new epoxy process is <br />expected to save money, which will then be used in Phase II. <br />2) New Rec. Center fees are being developed aril the ordinance will be <br />passed prior to the full-scale opening of the Center. <br />Law Director Gareau reported: 1) The Smith case, the firefighter asking <br />that National Guard. time be added to accumulated vacation time, has been <br />appealed to the Supreme Court of the State of Ohio. <br />2) The firefighters' grievance on the new hospitalization plan has been <br />withdrawn. <br />3) The court has granted our motion with respect to dismissal on the <br />main case of the Hertz lawsuit (snow plow case) stating the Statute of <br />Limitations did apply. I~wever, the portion of the case where the <br />husband of the woman who was injured had asserted a claim for loss of <br />services remains. Hopefully, it will soon be settled. <br />Finance Director Burns reported: 1) Between now and the next Council <br />meeting, the County will be holding its budget hearings; he will have a <br />report on this at the next Council meeting. <br />Mr. O'Grady reported for Mrs. Saringer, Chairperson of the Building, <br />Zoning and Development Committee: 1) The BZD Committee met on October <br />10. In attendance were Councilwoman Saringer, Councilman O'Grady, <br />Building Commissioner Conway, and City Engineer Diechmann. The <br />following items were discussed: <br />a. Proposal to construct a building at the Brendan Lane Shopping <br />Center, 23609 Lorain Road. Architect, Mr. George Draeger, explained the <br />proposal, which was approved by the ARB on September 19 and Planning <br />Commission on September 25. The Committee had no objection and Mr. <br />O'Grady moved to approve with the recommendations of the ARB and the <br />Planning Commission; second by Mr. Tallon; passed unanimously. <br />2 <br /> <br />
