Council Minutes of 10/16/90 <br />b. A proposal by the Great Northern Plaza North to demolish the <br />Arcade canopy and signage and to install new fascia for sign panels. <br />Architect, Dennis McDonough, proposed to remodel the Arcade canopy, <br />which is between the east and west buildings in order to open up the <br />visibility to the Arcade area and Plaza South. This was approved by ARB <br />on September 19 and Plarm~ing CoDmission on September 11. The Committee <br />had no objection aril Mr. O'Grady moved that the proposal be approved; <br />second by Mr. Tallon; passed unanimously. <br />c. A letter received by Councilman Leonard was discussed; however, <br />Mrs. Saringer wants to submit the letter to Council-As-A-Whole. <br />Mr. McKay, Chairman of the Environmental Control Committee reported: <br />1) The West Shore Solid Waste Management C~nmittee met on Wednesday, <br />October 10, at Rocky River City Hall. Robert Staub, of the <br />Environmental Health Watch, made a presentation to the Coc~mittee on <br />recycling of used motor oil arxi the disposal of household hazardous <br />waste. It i.s estimated that aver three million gallons of used motor <br />oil is mishandled armually. The Cuyahoga County Recycling Program will <br />have drop-off centers for used motor oil on November 10 from 10 a.m. to <br />2 p.m. at various locations within the County. The Environmental Health <br />Watch, 4115 Bridge Avenue in Cleveland, phone 961-4646, will be happy to <br />supply pamphlets and information on disposal of waste materials. <br />Mr. Tallon, Chairman of the Finance Committee reported: 1) The Finance <br />and Safety Committee had a joint meeting on Tuesday, October 9. Mayor <br />Boyle and Directors Bohlmarm, Burns, and Wilamosky attended. Ordinances <br />90-132, 90-133, 90-134, 90-135, and 90-138 were discussed. These <br />ordinances authorize the Administration to go out on bids for items <br />needed for 1991. The Committee approves these ordinances and urges and <br />supports their passage. <br />Z) The Committee has allotted funds for the flashing school lights for <br />the new school on Columbia Road. Mr. Burns will draft a transfer <br />ordinance transferring $6,500 from the City Insurance Fund to the <br />Engineering Dept. Traffic Signal Fund to purchase these lights. <br />3) The Committee discussed the need for additional funds for sludge <br />removal arxi system line repair at the Waste Water Treatment Plant. <br />Funds will be moved from the Carbon Fund into the Sludge Removal Fund <br />and from the System Vehicle Furxi into the System Line Repair Fund to <br />cover these additional costs. Mr. Burns will draw up the needed <br />legislation for these transfers. <br />Mrs. Bahas, Chairperson of the Recreation, Public Parks and Buildings <br />Committee reported: 1) The Recreation Commission met on October 10 and <br />Mr. Fattlar gave background information regarding the ordinance being <br />prepared for the new fee structure. <br /> <br />3 <br /> <br />
