Council Minutes of 10/16/90 <br />Audience Participation (Continued) <br />Mr. McKay respon ed t in our agreement with BFI, all of our solid <br />waste becomes their property to be recycled. BFI is building a <br />recycling facility at their dumping site in Russia Township. Because of <br />the cost of recycling, the City is prevented fran having a separate <br />recycling program. However, we will be involved in the County recycling <br />program once those plans are finalized. <br />Mrs. Bahas said that she had visited the landfill site in Russia <br />Township and was impressed by the operation. She suggested that all <br />citizens can do their part by using products made of recycled materials <br />and making a special effort to dispose of waste properly. <br />Mayor Boyle said that recycling is a major concern to the City and we <br />are examinin~v various methods to implement a recycling program within <br />the next two years. Mani.es from the income tax increase will be <br />earmarked for recycling. <br />Mr. McKay mentioned that the disposal of recyclables was a major <br />problem because of the limited use people can get out of it. <br />Mr. Bohlmann said that Ordinance 90-137, which was on second reading, is <br />for refuse collection for 1991, 1992, and 1993. When the specifications <br />go out for bids, we will have built in a full blown alternate for a <br />recycling program. Recycling will be a very large dollar amount for the <br />1991 appropriations of the budget--the 1990 cost of approximately <br />$740,000 for refuse pick up will most likely cost the City in excess of <br />a million dollars for 1991. <br />LEGISLATION <br />Or~c'~finance No. 90-121 introduced by Mr. McKay was given its third <br />reading. An ordinance to amen Sections 911.03, 911.08, 911.12, 911.14 <br />and 911.99 of the Codified Ordinances of the City of North Olmsted. Mr. <br />McKay moved for adoption; second by Mr. Tallon; passed unanimously. <br />Ordinance No. 90-121 adopted. <br />Ordinance No. 90-122 introduced by Mr. McKay was given its third <br />reading. An ordinance to amend Sections 917.02, 917.04 and 917.05 of <br />the Codified Ordinances of the City of North Olmsted. Mr. McKay moved <br />for adoption; second by Mr. Tallon; passed unanimously. Ordinance No. <br />90-122 adopted. <br />Ordinance No. 90-126 introduced by Mrs. Saringer was given its third <br />reading. An ordinance approving the granting of a license to Woodpath <br />Garden club for the installation and maintenance of a subdivision <br />designation sign and associated landscaping on land owned by the City of <br />North Olmsted and authorizing and directing the Mayor to enter into an <br />agreement for same. Mr. O'Grady moved for adoption; second by Mr. <br />~+ Leonard; passed unanimously. Ordinance No. 90-126 adopted. <br />5 <br /> <br />
