Council Minutes of 10/2190
Mr. McKay, Chairman of the Environmental Control Committee reported:
1) Wished to thank everyone for the cards and prayers during his recent
illness and is looking. forward to resuming his duties.
2) He has some new angles on the contract with BFI that he would like to
bring to Committee and also discuss with the Mayor.
Mr. O'Grady, Chairman of the Public Safety, health and Welfare Committee
reported: 1) The attorneys for Star Lounge requested and were granted a
two-week extension to prepare for the hearing on the suspension of the
liquor permit.
Mr. Nashar, Chairman of the Streets and Drainage Committee reported:
1) On September 26 the Committee met to discuss problems in the
Deerfield and Stoneybrook areas. Present at the meeting were the
following: Mayor Ed Boyle; Directors Ralph Bohlmann, Ron Wilamosky;
Council Members Janet Beringer, Tam O'Grady, Jim Boehmer; 18 Stoneybrook
residents. The residents'on-going concern has been the flooding
problems in their homes. Mr. Bohlmann stated that the City has been
mandated by the EPA to repair over 30 streets. During the months of
October and November, the City will be video taping these, streets to
asses the footage and make needed repairs. Target date for removal of
pumps is April, 1991.
Audience Partic, i~ti~on
Bob Frin tc~ , 7+084 Claque Road, is concerned about the possible widening
of Claque Road. He and other residents are worried that the City will
take action without getting their input. He questioned the language of
Ordinance 85-43 because it does not specifically: state that Claque Road
will be widened or relocated. Fie feels other possibilities should be
explored to divert traffic rather than widening, which will be
inconvenient for residents and put many homes dangerously close to a
four-lane road.
Mr. McKay felt that nothing could move forward until the County had
formulated plans.
Mayor Boyle responded that the County has submitted several types of
plans which have been reviewed by the Engineering Department. The City
does have many questions and has asked NOACA and ODOT to do traffic
studies. No action will be approved or finalized without a public
meeting held with the County. There are many unanswered questions on
what the best link between 90 and 480 should be; Westlake prefers it not
be Columbia Road and is, therefore, pushing Claque. Columbia Road is
the most practical solution since it has the most land between houses
and the largest yards and will haue the least amount of impact. It will
also have the greatest safety impact on both cities. As far as the
Ordinance is concerned, it is an older ODOT ordinance and does not
specifically say, "We will widen Claque Road".
Mr. Frindt suggested that the residents would entertain an ordinance to
prevent widening of Claque; he is prepared to speak to any level of
Government involved in funding to present his case. He has lived there
32 years anti feels any plan to decrease back yards will be unacceptable.
3
