Council is <br />being asked to look at this problem from the homeowners point of view. <br />Also, in a few years, development of this area will take its toll on our <br />sewage system, water system, and. the police and fire departments. The <br />Planning Commission had previously rejected this plan twice; residents <br />are at a loss to understand why the Comau.ssion changed its mind. <br />Maureen Diver, 24711 Mitchell Drive, Secretary of Parkwest Homeowners' <br />Association, asked if the deed restrictions would follow the land no <br />matter who owns it. <br />Mr. O'Grady said the restrictions would follow the land. <br />Mrs. Diver asked if a study had been done as the Planning C~nission had <br />promised at their meeting of March 13. <br />Mr. Boehmer said no study had been dune, <br />Mr. O'Grady and Mrs. Saringer said that only affected residents within <br />500 feet are notified of Planning Commission action. <br />Mr. McKay said that the Planning Commission had promised to discuss the <br />proposal with residents of the area. This was not done. <br />Mrs. Diver questioned the allowable height of buildings rn the site. <br />She is gravely concerned regarding the big picture of the "golden <br />triangle" which was outlined in the September, 1988 Cleveland Plain <br />Dealer. It is feared that future plax~s for expansion of the mall will <br />encroach on residential areas further undermining property values. The <br />city is facing a severe economic problem relative to maintaining streets <br />and city services. How can ~ continwe to add further demands on our <br />infrastructure until we handle what we have now? A zoning change for <br />the sake of change, in order that it can be an the books for a later <br />date, is foolhardy and dangerous. <br />Mrs. Saringer commented that the height restrictions are: no less than <br />5 stories arxi no more than 20 stories. She also stated that in the past <br />developers have sued the city and council members for denial of zoning <br />requests. It is her feeling that developers will not put up 20-story <br />buildings unless it is economically feasible. <br />Mrs. Diver suggested the developers were continually encroaching upon <br />the residential areas with the final result being that residents would <br />be driven away. <br />James beck, 4989 Columbia Road, spoke against the rezoning. He <br />expressed concern over the lack of notification that this proposal was <br />coming before the Plarming Commission.
