Council minutes of 9/18/90
Audience Participation (continued):
Jack Schuler, 24640 Clareshire, addressed Council on Ordinance 90-107;
he questioned when the Zoning Commission had passed this issue since it
was his understanding that it had been voted down on March 13. Ile also
wanted to make Council aware of the fact that when this proposal had
come up in 1986, a petition with 873 names against the issue had been
submitted.
Mr. McKay stated that the proposal had been approved by Planning
Commission on July 10.
Mr. Gareau explained the affirmative vote by Planning Commission had
been delayed until July 10 to allow time to work out the provisions of
the restrictive deed covenant which is now part of the ordinance.
Julie Montilla, 24625 Clareshire, President of Clareshire Court
Condominiums, expressed the concern of the 72 homeowners ~ Ordinance
90-107. The residents are strongly against this issue ar~d are
continuing their fight against the "creeping cancer of growth" in this
area. The residents are fearful that more commercial growth will add to
the flooding problems of the area and continue to devalue tt~ worth of
their properties. The residents also feel there has been a lack of
notification about this issue.
Lee Charboneau, 5021 Columbia Road, who lives directly across the street
from the area to be rezoned, is concerned with the safety problems that
will result from rezoning the area.
James Lamneck, 4989 Columbia Road, is irate at root being informed of the
Planning Commission meeting where this rezoning issttie was approved; he
had attended the March meeting. Also, he was not officially informed of
tonight's meeting. When he bought his property ten years ago, the
entire area was zoned A-1 Residential. He planned to live tyre all his
life but now feels threatened by the encroachment of commercial zoning.
Harriet Gayneau, 24620 Clareshire, feels this rezoning will not only
create more sewer problems but, in a few years, we will be addressing
the problems of empty buildings and increased vandalism. She is very
much opposed to the rezoning.
Elizabeth Huebner, 24534 Clareshire, Manager of Jefferson Place
Cond~niniums, voiced her objection to the approval of Ordinance 90-107.
Ed Tackach, 4968 Columbia Road, feels it is time to put a stop to the
development companies who are n~rmin~ roughshod over the residents.

6
