A <br />Council Minutes of 7/3/90 <br />property; to present a lease agreement with either the West Shore <br />Council of governments or the West Shore Enforcement Bureau for the <br />operation of a rehabilitation/detention facility to be utilized by said <br />entity for driving while under the influence of alcohol offenses; to <br />present to the council an operating agreement with Oriana House, a non- <br />profit organization, to operate said facility; and to present to this <br />council any additional aspects in order to facilitate the use of the <br />aforesaid building for alcohol rehabilitation and detention, and <br />declaring an emergency. Mr. O'Grady moved for suspension of the rules <br />requiring three readings; second by Mr. Leonard. Roll call: 4 Aye - 3 <br />Nay. Motion failed. <br />Resolution No. 90-93 introduced by Mrs. Beringer was given its first <br />reading. A resolution supporting Senate Bill 367 presently pending in <br />the Ohio Senate which prohibits the sale of alcoholic beverages at gas <br />stations and other retail establishments that sell gasoline, and <br />declaring an emergency. Mrs. Beringer moved for suspension of the <br />rules; second by Mr. McKay. Roll call: 6 Aye - 1 Nay. Motion <br />approved. Mrs. Beringer moved for adoption; second by Mr. McKay. Roll <br />call: 6 Aye - 1 Nay. Motion approved. Ordinance 90-93 adopted. <br />Miscellaneous business: <br />Mrs. s expres concern that city government is riot doing a good <br />enough job of informing residents of the appeal process in regard to the <br />BZA. She feels residents should be notified before they come to a BZA <br />meeting, that appeals of BZA decisions must go through the Common Fleas <br />Court. Also, the ratification should include names and phone numbers of <br />council members. <br />Mayor Boyle announced there would be a bowling tournament held July 20, <br />1990, at Buckeye Lanes as part of the 175th Anniversary celebration. <br />Nancy Wlodarski has a very helpful committee; she has also received a <br />good deal of help from the Sun Newspapers. <br />Mr. McKay asked the. Mayor for his help in getting Coe Bentley Plaza to <br />erect a fence between the Plaza arxi tyre first house on Coe. The fence <br />was supposed to be up by May 18; but as of this date, it is still not <br />up. Mayor Boyle agreed to follow up on this matter. <br />The agenda being completed and there being no further business to come <br />before Council, President Boehmer adjourned the Council Meeting at 9:02 <br />p.m. <br />rbara L.
