A Council Minutes of 7/3/90 property; to present a lease agreement with either the West Shore Council of governments or the West Shore Enforcement Bureau for the operation of a rehabilitation/detention facility to be utilized by said entity for driving while under the influence of alcohol offenses; to present to the council an operating agreement with Oriana House, a non- profit organization, to operate said facility; and to present to this council any additional aspects in order to facilitate the use of the aforesaid building for alcohol rehabilitation and detention, and declaring an emergency. Mr. O'Grady moved for suspension of the rules requiring three readings; second by Mr. Leonard. Roll call: 4 Aye - 3 Nay. Motion failed. Resolution No. 90-93 introduced by Mrs. Beringer was given its first reading. A resolution supporting Senate Bill 367 presently pending in the Ohio Senate which prohibits the sale of alcoholic beverages at gas stations and other retail establishments that sell gasoline, and declaring an emergency. Mrs. Beringer moved for suspension of the rules; second by Mr. McKay. Roll call: 6 Aye - 1 Nay. Motion approved. Mrs. Beringer moved for adoption; second by Mr. McKay. Roll call: 6 Aye - 1 Nay. Motion approved. Ordinance 90-93 adopted. Miscellaneous business: Mrs. s expres concern that city government is riot doing a good enough job of informing residents of the appeal process in regard to the BZA. She feels residents should be notified before they come to a BZA meeting, that appeals of BZA decisions must go through the Common Fleas Court. Also, the ratification should include names and phone numbers of council members. Mayor Boyle announced there would be a bowling tournament held July 20, 1990, at Buckeye Lanes as part of the 175th Anniversary celebration. Nancy Wlodarski has a very helpful committee; she has also received a good deal of help from the Sun Newspapers. Mr. McKay asked the. Mayor for his help in getting Coe Bentley Plaza to erect a fence between the Plaza arxi tyre first house on Coe. The fence was supposed to be up by May 18; but as of this date, it is still not up. Mayor Boyle agreed to follow up on this matter.
