Council Minutes of 6/5/90 -3- <br />c. Aquatic Dreams, 29245 Lorain Road; proposal to construct an <br />addition to retail building; approved by ARB and Planning Commission on April <br />24th. Revised plans have been redrawn to the specifications of ARB. BZD <br />Committee requested a sketch to clarify drainage and incorgorating a compatible <br />landscape plan; sketch has been submitted. Mrs. Saringer moved council approve <br />the Aquatic Dreams proposal as stated above, second by Mr. Talton, unanimously <br />approved. <br />d. Great Northern Plaza North; proposal for exterior renovation <br />to parking area; approved by Planning Commission on May 8th with the stipulation <br />of Safety and Engineering Department approval which has been granted. Mrs. <br />Saringer moved council approve the Great Northern Plaza North proposal as <br />stated above, approved by Planning Commission, Safety and' Engineering Departments, <br />second by Mr. O'Grady, unanimously approved. <br />e. St. Richard's Catholic Church, 2b885 Lorain Road; proposal to <br />construct a link building which will be a walkway between two buildings. <br />Approved by Planning Commission on April 10th. Mrs. Saringer moved council <br />approve the St. Richard's Catholic Church proposal as stated above, second by <br />Mr. Talton, unanimously approved. <br />f. May Company, Great Northern Mall; a revision has. been made <br />after previous approval. Revision was made and brought before the Planning <br />Commission on May 8th to lower the height of the parapet four feet on the main <br />wall of the builiding and five feet on the 29 foot section. Planning Commission <br />has no problem with. this revision nox does the BZD Committee. Mrs. Saringer <br />moved council approve the May Company proposal as stated above, second by <br />Mrs. Babas, unanimously approved. <br />2) Mrs. Saringer scheduled a BZD Committee Meeting for the 13th of June at <br />7:30 P.M. <br />3) Will also be scheduling a public hearing prior to the first July council <br />meeting with respect to the Georgalis rezoning. <br />Because Chairman Talton was unable to make the last Finance Committee meeting, <br />Mrs. Saringer gave the following Finance Committee report: <br />1) Finance Committee with Council-as-a Whole Committee on May 22nd to discuss <br />Mayor Boy1e's proposal for a 2% income tax hike with a 2% cap and 75% credit. <br />Everyone agreed this money should be "ear-marked" to show how it will be used. <br />Some of the monies will go for capital improvements, storm sewers and drainage, <br />and street rehabilitation. <br />2) Committee also discussed the hotel/motel tax introduced by Mr. Leonard per <br />Ordinance No. 90-67. The ordinance has been amended to delete any reference <br />to going after a guest if the hotel does not pay; committee generally approves <br />of the ordinance. <br />3) Committee also discussed recommended changes in appropriations for the <br />Engineering Department,. the Senior Center; changing the line item "clerk" to <br />read "secretary"; authorizing appraisal of property behind the Rec Complex <br />as well as all city-owned land. <br />4) Will be asking for suspension of rule requiring three readings on Ordin- <br />ance Nos. 90-70 and 90-71 tonight. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee has been advised by the North Olmsted Board of Education <br />that Birch School will be reopened this year as a kindergarten school and an <br />administrative center. 400 kindergarten students are expected to attend <br />this school. The essence of the letter was to re-establish the school zone <br />on Drive. <br />P~.(~, <br />
