Council Minutes of 6/5/90 <br />-4- <br />Mr. Nashar, Chairman Streets and Drainage Committee reported: 1) Just a <br />short progress report with respect to what the city has been doing in re- <br />pairing and resurfacing roads. Oring Drive resurfacing has been completed. <br />Resealing of center points on Timber Trails is in progress. This work is <br />being done with funds already appropriated. <br />Audience participation: <br />Tom Stroh, 6279 Stafford Drive, asked if all members of council had re- <br />ceived copies of the Civil Service rules as well as copies of correspondence <br />from the Law Director. Asked if council would point out to him exactly what <br />rule he had violated. Law Director Gareau stated that two different sections <br />of the City Charter dealt with removal rights of the Mayor and he had issued <br />a legal opinion covering this. President Boehmer asked if anyone on council <br />cared to speak on this subject at this time; there was no response. <br />LEGISLATION: <br />Ordinance No. 90-65 introduced by Mr. McKay was given its second .reading. An <br />emergency ordinance enacted by the City of North Olmsted, County of Cuyahoga, <br />Ohio, in the matter of the hereinafter described improvement and to request <br />cooperation by the Director of Transportation: widen, reconstruct and resurface <br />Great Northern Boulevard (SR 252) from IR 480 to Lorain Road (SR 10) in the <br />City of North Olmsted a distance of 0.77 miles more or less. Mr. McKay moved <br />for suspension of rule requiring three readings as well as referral to <br />committee, second by Mr. Nashar, unanimously approved. Mr. McKay moved for <br />adoption, second by Mr. Nashar, unanimously approved. Ordinance No. 90-65 adopted. <br />Ordinance No. 9A-66 introduced by Mayor Boyle was given its second reading. An <br />ordinance amending Chapter 521 of the Codified Ordinances of the City of North <br />n <br />Olmsted entitled "Health, Safety and Sanitation by adding thereto a new <br />Section 521.13 entitled "Visual Obstructions of Right-of-Way", and declaring <br />an emergency. <br />Ordinance No. 90-67 introduced by Mr. Leonard was given its second reading. <br />An ordinance establishing a new Chapter 745 entitled "Hotel and Motel Tax" <br />of the Codified Ordinances of the City of North Olmsted, as amended. <br />Ordinance No. 90-70 introduced by Mr. Tallon was given its first reading. An <br />ordinance to make appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1990, and <br />declaring an emergency. Mr. Tallon moved for suspension of rule requiring <br />three readings, second by Mr. McKay, unanimously approved. Mr. Tallon moved <br />for adoption, second by Mr. McKay, unanimously approved. Ordinance No. 90-70 <br />adopted. <br />Ordinance No. 90-71 introduced by Mr. Tallon was given its first reading. An <br />ordinance to make and transfer appropriations for current expenses and. other <br />expenditures for the City of North Olmsted for the year ending December 31, <br />1990, and declaring an emergency. Mr. Tallon moved for suspension of rule <br />requiring three readings, second by Mr. McKay. Roll call on motion: Affirma- <br />tive vote: Tallon, McKay, Saringer, O'Grady, Nashar, Bahas. Negative vote: <br />Leonard. 6 Aye - 1 Nay - Motion carried. Mr. Tallon moved for adoptiMcKa <br />second by Mr. McKay.
