Council Minutes of 6/5/90 -5- LEGISLATION )cont'd): Ordinance No. 90-72 introduced by Mr. McKay was given its first reading. An ordinance creating the positon of "secretary" at the Senior Center, and declaring an emergency. Mr. McKay moved for suspension of rule re- quiring three readings as well as referral to committee, second by Mrs. Bahas. .Roll call on motion: Affirmative vote: McKay, Bahas, Saringer, Tallon, O'Grady, Nashar. Negative vote: Leonard. 6 Aye - 1 Nay - Motion carried. Mr. Leonard explained that he voted "no" on this ordinance be- cause the Senior Center has been without this position since its inception and with budgetary constraints does not believe in creating a new position that pays more than the previous position of clerk. Mr. McKay moved for adoption, second by Mrs. Bahas. Roll call on motion: Affirmative vote: McKay, Bahas, Saringer, Tallon, O'Grady, Nashar. Negative vote: Leonard. 6 Aye - 1 Nay - Motion carried. Ordinance No. 90-72 adopted. Ordinance No. 90-73 introduced by Mr. McKay was given its first reading. An emergency ordinance by the .City of North Olmsted, County of Cuyahoga, Ohio, in the matter of upgrading the two existing traffic signals at the interchange of IR 480 and SR 252 in the City. of North Olmsted, requiring the addition of an interconnect cable to provide compatibility with ex- isting and proposed city-wide signalization system. Resolution No. 90-74 introduced. by Mr. Nashar was given its first reading. A resolution objecting to the renewal of a liquor permit bearing No. 4876273, Class D5, for Kriaris, Incorporated, also known as Star Lounge, located at 29344-52 Lorain Road, North Olmsted, Ohio, and declaring an emergency. Ordinance No. 90-75 introduced by Councilmen Nashar and Leonard was given its first reading. An ordinance amending the Traffic Control File of the City of North Olmsted by providing for the installation of a "No Right Turn on Red".sign at Lorain and Barton Roads, regulating traffic travelling in a westerly direction, to read: "No Right Turn on Red From 4:00 P.M. to 6:00 P.M." Mr. Nashar moved for suspension of rule requiring three readings as well as ref erral to co~aomittee, second by Mr. McKay, unani- mously approved. An Ordinance amending Section 1135.02 of the Zoning Code .entitled "Accessory Uses and Buildings" of Chapter 1135 of the Zoning Code entitled "Residence Districts". Ordinance No. 90-77 was introduced by Mayor Boyle was given its first reading. An ordinance to amend Sections 1501.0101, 1501.0501, 1501.0502, 1501.1302, 1501.1901 and 1501.2101 of the Codified Ordinances of the City of North Olmsted, Ohio in order to increase the municipal income tax rate from 1% to 2% and to increase the municipal income tax credit to 75% of income tax paid to another municipality on income tax paid by the City of North Olmsted to the extent that the income tax so paid does not exceed 2% of . that taxable income, and declaring an emergency.
