Council Minutes of 3/6/90 <br />-3- <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Received a communication from Saf ety Director Gundy regarding a request for <br />a stop sign within the Pebblebrook Subdivision. Mr. O'Grady ref erred this re- <br />quest to the Engineering Department and received an approval for the installation <br />of a stop sign at the intersection of Pebblebrook and Walnut. Legislation was <br />requested and Ordinance No. 90-22 is on first reading this evening. Will be <br />discussed further by the Safety Committee. <br />Mr. Nashar, Chairman Streets and Drainage Committee reported.: 1) Streets and <br />Drainage Committee meeting was held on March 1st with the following persons in <br />attendance: Mayor Boyle, Council President Boehmer, Councilmen McKay, O'Grady <br />and Nashar as well as Directors Bohlmann and Wilamosky, The first .item, the <br />Deerfield drainage situation was discussed; Service Director Bohlmann advised <br />that an engineering study is currently being conducted by URS Dalton and their <br />report should be available by March 15th. Among the projects to be done is a <br />culvert pipe on Maple Ridge Road to the Noreen ditch which should eliminate 25~ <br />of the storm water in the Deerfield area; cost to the city is approximately $25,000. <br />2) The administration has met with the County Engineer with respect to resurfacing <br />Fitch Road, Canterbury Road north of Lorain, and a portion of Gessner. City's <br />cost will be about 10~ of the total project. <br />3) Also mentioned was the cleaning and relining of the Lorain Road water line, <br />west of Porter Road. The funding for this project will come out of Zssue Two <br />money with the city's cost being about $70,500 of the projected $700,000 total. <br />The project will start in July of 1990. <br />4) Just as a comparison between plans for this year and last year, in 1989 the <br />city spent $6,223 for sewer and ditch cleaning; this year the city plans to <br />appropriate .$35,000. Last year, $33,200 was spent for street material and this <br />year the city plans to appropriate $80,500. These appropriations are currently <br />under review by the Finance Committee. <br />Audience participation: <br />Eugene Flynn, 25029 Deerf ield, stated that he understands the plans to alleviate <br />the storm sewer system, however, what plans are being made to alleviate the <br />sanitary sewer system. Mayor Boyle responded that this situation is being addressed <br />through the URS Dalton study that Mr. Nashar referred to in his report. This study <br />addresses infiltration; there is a linkage between the storm and sanitary systems <br />with infiltration of storm water into the sanitary system. Law Director Gar eau <br />advised that the city engineers are currently looking at the systems and believe <br />that there may be some problems with the lateral connections from the street to <br />the house. Meters have been placed in various manholes around the Deerfield area <br />and it appears there is a great deal of infiltration and inflow coming from the <br />lateral connections back by the houses rather than out by the streets. TV cameras <br />do not show the main trunk lines to be in too bad condition. Mr. Flynn asked if <br />he might stop in at City Hall to discuss this further and was advised to contact <br />Service Director Bohlmann. <br />Mary Ann Koch, 24740 Antler Drive, reported on the terrible condition of Antler <br />Drive; will there be any sort of total reconstruction of this street; will the <br />patching continue until then? Mr. Nashar advised that many streets in North <br />Olmsted need attention, some of them have been on the street repair agenda for <br />a number of years. The city is constantly looking for money to take care of <br />these streets; it is a major financial problem. Mayor Boyle advised that in the <br />Deerfield area, patching will continue while the flooding problem is being looked <br />at; hopes to get the water out of the basements and then address. the streets. <br />City has looked at new types of sealants that will hopefully provide better <br />temporary repairs. While these streets will not be done this year, they are in <br />the planning stage to be done systematically. <br />
