Council Minutes of 2/20/90 -3- <br />Mrs. Saringer, Chairman Building, Zoning and Development Committee reported: <br />1) BZD Committee met on February 15th to discuss Ordinance No. 90-11, adoption <br />of the National Electric Code, which basically sets the minimum standards as <br />established by the State of Ohio. Committee has no objection to the ordinance, <br />however, at some future date might see fit to make some of the standards more <br />stringent. <br />Mr. McKay, Chairman Environmental Control Committee reported: 1) West Shore <br />Solid Waste Committee will meet tomorrow night, at 7:30 P.M., at Rocky River <br />City Hall; anyone interested is invited to attend this meeting. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Safety Committee met on February 15th with all members present as well as <br />Safety Director Gundy and Lt. Larry Mason. Committee discussed Ordinance No. <br />90-12, which prohibits right turns on red from Lorain Road onto Clague Road. <br />Clague Road residents have long suffered through the problems of continual <br />traffic and their inability to pull out of their driveway. This ordinance <br />was discussed a couple of years ago but at that time the Police Department <br />felt it would cause more problems than it would solve. At this time, however, <br />Lt. Mason and the committee agree that it would be a good thing to do and <br />recommend passage of Ordinance No. 90-12. <br />2) Mr. O'Grady moved council have no objection to the transfer of a D5 liquor <br />permit from Timber Trails Party Center, Incorporated, 30850 Lorain Road to <br />30850 Lorain Road, Incorporated, second by Mr. McKay, unanimously approved. <br />3) Mr. O'Grady moved council have no objection to the issuance of an F2 liquor <br />permit for the St. Brendan's St. Patrick's Day Committee, Brendan and Kenny <br />Lanes, for an affair to be held on March 17, 1990, second by Mr. Nashar, <br />unanimously approved. <br />Mr. Tallon, Chairman Finance Committee reported: 1) Finance Committee met on <br />Thursday, February 15, 1990 with all members present as well as Mayor Boyle <br />and Directors Bohlmann, Burns and Wilamosky. Committee discussed Ordinance <br />No. 90-1, advertising for bids for the sweeping of all city streets. Director <br />Bohlmann advised he would be seeking bids for a three year contract using the <br />same specifications as in the past. He will also request an alternate bid to <br />include some extra sweepings of the major arteries such as Lorain Road and <br />Brookpark Road. When the bids are received, the administration and council <br />will have a chance to decide which bid - the regular bid or the alternate bid - <br />will be the most acceptable and in the best interests of the city. <br />2) Committee discussed Ordinance No. 90-5, the organization and composition of <br />the Fire Department, which was covered by Mr. O'Grady's Safety Department <br />report at the last council meeting. Finance Committee concurs with the Safety <br />Committee's recommendation for passage of this ordinance; it should offer a <br />savings to the city by requiring less overtime. <br />3) Service Director Bohlmann discussed Ordinance No. 90-8, the sale of surplus <br />personal property owned by the city and previously used by the Department of <br />Public Service. Committee had some concerns about the sale of the leaf pickup <br />equipment. When the next contract for leaf pickup is discussed, the city should <br />not be in a position of having no choice for doing it in-house because of the <br />lack of equipment and be forced to enter into a contract that is not in its <br />best interests. Director Bohlmann advised he would present an amended ordin- <br />ance, removing usable equipment and to include some other items from other <br />departments which should be included. The ordinance, as amended, is on the <br />agenda this evening. <br />
