Council Minutes of Z/29/90 -4- <br />4) An appropriation ordinance, No. 90-9, was discussed. Director Bohlmann <br />presented a proposal from Norton Communications covering options to be added <br />to the city's existing telephone system or to completely upgrade to a higher <br />system. Committee agreed with Directors Burns, Bohlmann and Wilamosky that <br />the second option, upgrading to a better system, would be the best choice. <br />Will be requesting suspension of rule requiring three readings on Ordinance <br />No. 90-9 to take advantage of the proposed cost which is only good for thirty <br />days. Also, in Ordinance No. 90-9, a new line item in the Sewer Revenue Fund <br />was added to increase "Carbon" to $10,000, which "Revised" will read "$11,000; <br />this was done to comply with the agreement with EPA to reintroduce carbon into <br />the Wastewater Treatment Plant system. Passing Ordinance No. 90-9 under sus- <br />pension will enable the city to comply with the EPA agreement promptly. <br />5) Committee also discussed the city-awned property on Barton Road which went <br />out for bids and for which no bids were received. After conclusion of the <br />bidding process, city did receive a couple of written requests to look at the <br />property and offer a bid. Director Bohlmann will allow these people to inspect <br />the property and submit bids; if a bid is acceptable, the Law Department will <br />proceed. to draw up a purchase agreement, after which an ordinance ratifying the <br />sale will be introduced before council. <br />6) Water line relining, using Issue Two money, will be coming up this year; <br />city's portion will be approximately $70,500; this amount will be included in <br />the appropriation ordinance. <br />7) Ordinance No. 90-18 covering the 1990 appropriations is on first reading <br />this evening and will be studied and discussed in forthcoming Finance Committee <br />meetings. <br />Audience participation: <br />Members of Weblo Pack 630 were invited. to the front of the council chamber to <br />meet and shake hands with the administration and all members of council. <br />LEGISLATION: <br />Resolution No. 90-1 introduced by Mr. Wilamosky was given its. third reading. <br />A resolution authorizing the Director of Public Service to advertise for bids <br />for sweeping of all streets in the City of North Olmsted, and declaring an <br />emergency. Mr. Tallon moved for adoption, second by Mr. McKay, unanimously <br />approved. Resolution No. 90-1 adopted. <br />Ordinance No. 90-5 introduced by Councilman O'Grady was given its third reading. <br />An ordinance establishing the Organizational Chart and composition of the Fire <br />Department of the City of North Olmsted, and declaring an emergency. Mr. O'Grady <br />moved for adoption, second by Mrs. Saringer, unanimously approved. Ordinance No. <br />90-5 adopted. <br />Ordinance No. 90-8 introduced by Mr. O'Grady was given its second reading. An <br />ordinance authorizing the sale of surplus personal property owned by the City <br />of North Olmsted and previously used by the Department of Public Service, and <br />declaring an emergency, as amended. <br />Ordinance No. 90-9 introduced by Mr. Tallon was given its second reading. An <br />ordinance to make appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year .ending December 31, 1990, as amended. <br />Mr. Tallon moved for suspension of rule requiring. three readings, second by <br />Mr, O'Grady, unanimously approved. Mr. Tallon moved for adoption, second by <br />Mr. O'Grady, unanimously approved. Ordinance No. 90-9 adopted. <br />
