Council Minutes of 2/20/90 -5- <br />LEGISLATION (cont'd): <br />Ordinance No. 90-10 introduced by Councilwoman Bahas was given its second <br />~'"' reading. An ordinance providing for the submission to the electors of the <br />City of North Olmsted of amendments to Section 7(a) of Article IV and Section <br />5 of Article VII of the Charter of the City of North Olmsted, and of a new <br />Article XV of the Charter of the City of North Olmsted, to provide for open <br />meetings of all public bodies of the City of North Olmsted with certain enum- <br />erated exceptions for closed executive sessions, and declaring an emergency. <br />Mr. O'Grady moved to suspend the. rule requiring three readings, second by <br />Mrs. Saringer, unanimously approved. Mr. O'Grady moved for adoption, second <br />by Mrs. Saringer, unanimously approved. Ordinance No. 90-10 adopted. <br />Ordinance No. 90-11 introduced by Mayor Boyle was given its second reading. An <br />ordinance adopting a new and revised Chapter 1309 of the Codified Ordinances, <br />entitled "National Electric Code", and declaring an emergency. <br />Ordinance No. 90-12 introduced by Councilmen O'Grady and McKay was given its <br />second reading. An ordinance amending the. Traffic Control File of the City of <br />North Olmsted by providing for the installation of a "No Right Turn On Red" sign <br />at Lorain and Clague Roads to read, "No Right Turn On Red From 7:00 A.M. To <br />6:30 P.M.", and declaring an emergency. <br />Ordinance No. 90-13 introduced by Mrs. Saringer was given its first reading. <br />An ordinance authorizing and directing Don Copeland to make application on <br />behalf of the City of North Olmsted for Community Development Block Grant Funds <br />for the Fiscal Year 1990, (16th Year), and declaring an emergency. Mrs. Saringer <br />moved for suspension of rule requiring three readings, second by Mr. O`Grady, <br />unanimously approved.. Mrs. Saringer moved for adoption, second by Mr. O'Grady, <br />unanimously approved. Ordinance No. 90-13 adopted. <br />Ordinance No. 90-14 introduced by Mrs. Saringer was given its first reading. <br />An ordinance authorizing a specification requirement of a minimum 257 minority <br />business enterprise and 157 women business .enterprise participation in Fiscal <br />Year 1990, (16th Year), Community Development Block Grant Projects, and de- <br />claring an emergency. Mrs. Saringer moved for suspension of rule requiring <br />three readings, second by Mr. Tallon, unanimously approved. Mrs. Saringer <br />moved for adoption, second by Mr. O'Grady, unanimously approved. Ordinance <br />No. 90-14 adopted. <br />Ordinance No. 90-15 introduced by Mrs. Saringer was given its first reading. <br />An ordinance identifying and designating an Improvement Target Area (ITA) for <br />the City of North Olmsted for Fiscal Year 1990, (16th Year), Community <br />Development Block Grant Projects and for the Neighborhood Business District <br />Revitalization Program, and declaring an emergency. Mrs. Saringer moved for <br />suspension of rule requiring three readings, second by Mr. Nashar, unanimously <br />approved. Mrs. Saringer moved for adoption, second by Mr. Ta11on, unanimously <br />approved. Ordinance No. 90-15 adopted. <br />Resolution No. 90-16 introduced by Mayor Boyle was given its first reading. <br />A resolution authorizing the Mayor to advertise for bids for the construction <br />of the North Olmsted Wastewater Treatment Plant I/A Modifications Project <br />based upon the plans, specifications and cost estimates prepared by UR.S con- <br />sultants, and declaring an emergency. <br />
