<br />Mr. Tallon, Chairperson of the Finance Committee reported: 1) The Finance
<br />Committee met on Monday, December 2. In attendance were Council Viers Beringer,
<br />Leonard, McKay, Lind, Nashar, Tallon; Finance Director Burns; Mayor Boyle; Service
<br />Director Bohlmarm. The agenda included Resolutions 91-151, 153, 154, 155, 156,
<br />157, 158, 172, 173, 182 ar~d Ordinances 91-159, 160, 175, 179, 180, 181, 183, 184.
<br />a. Resolution 91-151 is a major renovation of the Rice Ditch, which is ore of two
<br />ditches that enter into Westlake. This is approximately a $250,000 cost far 1992.
<br />b. Resolution 91-153 will authorize the Service Director to advertise for bids
<br />for the construction of the sanitary sewer rehabilitation, Phase C-1992. This is
<br />a continuation of the on-going process of trying to eliminate flooding; the cost
<br />is approximately $2,000,000 for 1992.
<br />c. Resolution 91-154 authorizes the Service Director to advertise for bids for
<br />the City's on-going program of upgrading streets. This General Fund expense for
<br />1992 will be approximately $500,000.
<br />d. Resolution 91-155, authorizes the Service Director to accept bids for the
<br />improvement of Clifford Drive; this is a capital works progr~n with an approximate
<br />cost of $550,000.
<br />e. Resolution 91-156 authorizes the Service Director to advertise for bids for
<br />the improvement of Stoneybrook Drive; this is a capital works program with an
<br />approximate cost of $650,000.
<br />f. Resolution 91-157 authorizes the Service Director to advertise for bids for
<br />the improvement of the Park Ridge subdivision, Phase II, which is an on-going
<br />project. This will be a cost of $710,000 from capital furxis.
<br />g. Resolution 91-158 authorizes the Service Director to advertise for bids for
<br />improvements to Silverdale, Selhurst, and Duane Roads. Included in this capital
<br />works cost of $1,400,000, will be corrections to drainage problems which will
<br />eliminate future flooding.
<br />h. Ordinance 91-159 will amend Sections 901.01, 901.06, and 901.07 of the
<br />Codified Ordinances which will increase certain fees in the Engineering Dept.
<br />i. Ordinance 91-160 will amend Sections 1101.06 and 1101.09 of the Codified
<br />Ordinances. This is also a revenue increase in the Engineering Dept.
<br />j. Resolution 91-172 authorizes the Service Director to advertise for bids for
<br />the construction of alterations to the HVAC system at City Hall. Approximate cost
<br />of this General Fund expenditure is $60,000.
<br />k. Resolution 91-173 authorizes the Service Director to advertise for bids for
<br />the construction of alterations to the firing range at the Police Station. This
<br />is being done to comply with EPA standards. This cost is approximately $110,000
<br />and will be funded out of permanent improvements. Council has asked the Safety
<br />Director to look into the cost of using other firing ranges.
<br />1. Ordinance 91-175 is an ordinance establishing a community reinvestment area
<br />under the provisions of Section 3735.65 through 3735.70, inclusive, of the Ohio
<br />Revised Code, designating a Housing Officer and establishing a Cam~nity
<br />Reinvestment Housing Council. The Mayor has asked for a special Council-as-a-
<br />Whole Committee meeting, along with residents arx3 c~arnanity organizations, to
<br />discuss this project. We will hold this ordinance from further readings until the
<br />meeting can take place.
<br />m. Ordinance 91-179, an ordinance amending the taxation code of the Codified
<br />Ordinances. Basically, this legislation will give a tax break to full-time
<br />college students who go to school out of town. This ordinance has been referred
<br />to the Law Department for further clarification.
