Ordinance 91-180 will transfer and make appropriations for current expenses <br />and other expenditures for the year ending December 31, 1991. This is a transfer <br />ordinance to pay for health insurance costs. <br />o. Ordinance 91-181 designates banks that the City will use during the next two <br />years. <br />p. Resolution 91-182 directs the Auditor of Cuyahoga County to pay all tax money <br />due and owing the City during 1992.. <br />q. Ordinance 91-183 authorizes the Mayor to enter into an agreement with the <br />North Olmsted F.O.P., Ohio Labor Council, which agreement is the Collective <br />Bargaining Agreement between the City and the North Olmsted Police Department. <br />r. Ordinance 91-184 makes appropriations for current expenses aril expenditures <br />for the year ending December 31, 1992. This is the temporary budget that will <br />operate-the City Until the permanent appropriations are in place by March 31, <br />1992. <br />Mrs. Bahas, Chairperson of the Recreation Public Parks and Buildings Committee <br />reported: 1) Has discussed the prohibition of smoking in public areas of the <br />Recreation Center with Council and the North 07.msted Recreation Ccammissian. The <br />Recreation Commission unanimmously approved. a resolution calling for this smoking <br />ban. Therefore, urxler the provisions of Section 521.10 of the Codified <br />Ordinances, Mrs. Babas moved to direct Safety Director Gundy to prohibit smoking <br />in all public areas of assembly at the Recreation Center Complex; second by Mrs. <br />Saringer; passed unanimously. <br />Mr. Leonard, Chairperson of the Public Safety, Health and Welfare Committee <br />reported: 1) Has a liquor permit transfer of the Star Lounge to the new owner, <br />Steve Vasel. Deferred to Law Director Gareau for a discussion of this matter. <br />Law Director Gareau reported that, as a result of a negotiated settlement, the <br />Board of Liquor Control had given the Star Lounge until November 1, 1991 to <br />transfer their liquor license at an arms-length transfer to a new owner who could <br />not be a relative. When the City received the information that Steve Vase1 was to <br />be the new owner, the Police Department launched an investigation; they have <br />determined that Steve Vasel is indeed the uncle of the current owners. This is in <br />direct violation of the agreement. In addition, the transfer was rx~t completed by <br />November 1, 1991. Mr. Gareau has ratified the Attorney General's office of these <br />violations; and, hopefully, steps will immediately be taken to hear this matter <br />and close down the Star Lounge. Mr. Gareau finds it reprehensible that the owners <br />of the Star Lounge would attempt to deceive the Council and the Administration in <br />this mariner. Their actions were offensive to the residents of this comtm~nity. <br />Mr. Leonard moved that Council reject the liquor permit transfer for the Star <br />Lounge and request a hearing with the Board of Liquor Control; second. by Mr. <br />Nashar; passed Unarvmously. <br />Mr. Nashar added that since the Star Lounge has been in business, the Police <br />Department has recorded over 3%2 pages of complaints from residents. <br />4 <br />
