Council Minutes of 11/19/91 <br />4) The annual Christmas tree lighting will be held at 7:30 p.m. on Thursday, <br />December 5. The high school choir will perform, there will be trees decorated by <br />several of our homeowners' associations, refreshments will be served, and Santa <br />Claus will make a visit. <br />5) The Hwnan Resources Department is currently working to distribute Thanksgiving <br />baskets to approximately ~ needy North Olmsted families. The Hwnan Resources <br />Department will be accepting donations of food and money; please contact Don <br />Copeland at City Hall. The Kiwanis Club holds a Thanksgiving dir~ex each year <br />and our Department assists by ratifying those families who are eligible. In <br />addition, plans have begun for the Christmas adopt-a-family program. Donations <br />will be accepted at City Hall for this project--giving is what Christmas is about <br />and that is what our Human Resources Department is abut. <br />Law Director Gareau reported: 1) Yesterday, we received a ruling from the fact- <br />finder with respect to the issue of the reopener clause for hospitalization in <br />the agreement with the International Association of Firefighters, Local 1267. <br />Each member of Council has been given a copy of the report, and it should be <br />acted upon this evening. <br />2) A 7-hour negotiation was held with the Police Department today; we will go <br />into executive session tonight to discuss these negotiations. <br />3) Yesterday, a pre-trial was held with respect to the Eliza Jennings case. The <br />executive session this evening will also cover this case. <br />4) On Monday, we filed a tjrief with the Supreme Court dealing with the private <br />detective case; the brief was in opposition to a motion to certify the record. <br />5) Also, this past week a brief was filed with the Supreme Court with respect to <br />the Sunset Memorial case. <br />6) Oral argument has been set in the Court of Appeals in Franklin County with <br />respect to the school guard case. <br />7) Next month will attend, alomng with Assistant Law Director Dubelko, a <br />mini-seminar in Columbus sponsored by the Ohio Municipal Attorneys Association. <br />Finance Director Burns reported: 1) Before Council this evening is Resolution <br />No. 91-178, which is the approval of the property tax rates established by the <br />County. For next year, the rate will be 13.3 mills as opposed to 13.2 mills this <br />year. The increase is due to the 3 mill sewer levy that we are allowed to <br />impose; however, we are only increasing by enough to cover the debt service <br />involved. <br />2) House Bill 431, effective in October, provides that fiscal officers have to <br />certify to the County Budget Commission any anticipated increases and decreases <br />in revenues for the current year. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The committee met on Noven-ber 11; in attendance were committee <br />members, Building Commissioner Conway, City Engineer Deichmann,-Mrs. Eileen <br />Schuler, and Mr. George Papandreas. The following items were discussed: <br />a. The Board of Zoning Appeals has granted Danny Boy's a special permit for an <br />addition to a non-conforming building; the committee had no objection. Mrs. <br />Saringer moved that Council approve the special permit fvr Datmy Boy's Market; <br />secor~ by Mr. Tallon; passed unanimously. <br />2 <br />,.,.~. <br />
