Council Minutes of 9/17/91 <br />At the first meeting, a representative of the Cleveland. Port Authority spoke <br />about their international trade sub-zone. Hopefully, this zone can be extended <br />to a portion of North 0]msted. A sub-zone will give businesses. protection on <br />tariffs. Businesses within a sub-zone pay tariffs as goods leave the sub-zone <br />and not on arrival, thereby increasing profit margins. A sub-zoo can be used <br />as an inducement for businesses to locate in our City, and. it does not cost the <br />City any money. The school system has been asked to operate by offering <br />classes in special skills needed by businesses coming to our City. We have had <br />some inquiries; and, hopefully, these will be presented to Council in the very <br />near future. <br />Law Director Gareau reported: 1) Last week argued the Sunset Memorial case in <br />the Eighth Appellate District. The Court of Appeals will determine which body, <br />the Common Pleas Court, City Council, or the Board of Zoning Appeals, has the <br />right to determine if the Sunset Memorial Chapel is indeed being used as a <br />funeral home. Hopefully, a decision on this case will be made in the next <br />several months. <br />2) The canmissioner's report in the Cater case has been received. Also, we have <br />received briefs of the relators; and we are currently working on our brief. <br />Finance1Director Burns reported: 1) Income. taxes for this year are running <br />about 62% above our anticipations. It seems that the current recession has not <br />had a dramatic impact o~n our tax collections. <br />2) Ordinance No. 91-127 is an appropriation of monies for the 1992 fiscal year. <br />This is necessary in order to fund current projects that will carry over into <br />the 1992 fiscal year. <br />Mr. Leonard, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) The Committee met this evening to consider Ordinance No. 91-123 <br />which asks for the installation of "No Parking" signs on the north side of <br />Mitchell Drive. The Committee agreed that there would be no problem putting <br />this into effect. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee reported: 1) A <br />meeting was held on September 10 with the following people in attendance: <br />Council Members Saringer, Lind, Nashar; Directors Bohlmann and Burns. <br />C~rpletion of the 1991 street repair program was discussed. Park Ridge Phase I <br />bid came in at $1,510,000; the second bid for Marion was $429,722; Terrace Drive <br />Phase I bid was $193,000. <br />2) In-house projects for 1992 include Burns Road, South Porter Road, and Decker <br />Road. Also scheduled for 1992 are Stoneybrook, Clifford, Nancy, Angela, and <br />Lottann. <br />3) So far this year, $10.2 million has been appropriated for capital <br />improvements. <br />2 <br />
