Council Minutes of 9/17/91 <br />Mr. Tallon, Chairperson of the Finance Committee reported: 1) The Finance <br />Committee meeting was held on Tuesday, September 10. In attendance were <br />Camiittee members Saringer, Leonard, Tallon; Directors Burns, Gundy, Bohlmarm; <br />Fire Chief Osterhouse. Agenda items were as follows: <br />a. Ordinance No. 91-116. Committee members were concerned with the amount of <br />overtime in the Fire Department. Chief Osterhouse presented a concise, accurate <br />breakdown of all the overtime. He explained that when new trainees were away at <br />school, overtime was necessary in order to maintain the ID?njm®m maiming <br />standards on the emergency vehicles. Chief Osterhouse also distributed a copy <br />of his daily overtime report which gives an accurate breakdown and explanation <br />of all overtime on each shift. The Committee was pleased with the report, <br />accepted the recommendation to ford the overtime line item, and amended <br />Ordinance 91-116 to include $40,000 for overtime. <br />b. Resolution No. 91-104, which will a].].o~w for the purchase of life insurance <br />for full-time administrative employees and all elected public officials in the <br />amount of $10,000. The Committee recommended changing the ini.ti.ation date to <br />January 1; however, at tonight's caucus, Council reccmnaerded we vote on the <br />legislation as is. This resolution will be on third reading tonight. <br />c. Resolution No. 91-108, which calls for the construction of a leak <br />detection system at the Municipal Administration Building. The Committee <br />concurs with this resolution and rec< s passeSe. <br />d. Resolution No. 91-118, which authorizes the Director of Public Service to <br />advertise for bids for a combination sewer cleaning machine. Director Bohlmann <br />explained this machine was needed to control sewer blockages, back-ups, and <br />flooding. The Committee agreed and recommends passage. <br />e. Ordinance No. 91-124, which amends Section 917.04 of the Codified Ordinances <br />in order to update the pre-treatment program fees to coincide with EPA <br />standards. This is just a change of wording; there is no change in the fees. <br />The Committee concurs with this ordinance. <br />f. Ordinance No. 91-127, which will appropriate funds far street projects to be <br />completed during the fiscal year 1992. The Committee concurs with this <br />ordinance. <br />g. The City newsletter was discussed; however, the Committee felt that tyre <br />was not enough money or time to do a proper newsletter this year. Hopefully, we <br />will institute the newsletter at the first of the year. <br />Audience Particippa~tion <br />An ew Dufala,~7180 Gloucester Drive, was concerned because his request for a <br />variance to park his boat in the front setback was denied. Mr. Dufala feels <br />that other residents are violating this ordinance azd maintains the City is rmt <br />equitably enforcing the rule. Mr. Nashar assured Mr. Dufala that the City does <br />follow up an all complaints; and, indeed, has checked on his list of 15 to 20 <br />names. Mr. McKay explained that perhaps the residents who were perking their <br />boats illegally were not aware of the ordinance just as Mr. Dufala had not been <br />aware. Mr. Boehmer explained that due to a lack of manpower, not all the <br />violators have been identified; however, every resident must abide by the City <br />ordinances. Any resident wiw is found in violation of this ordinance will be <br />cited. <br />3 <br /> <br />
