Also, he <br />feels it is wasteful for Cablevision to offer a second C-Span charmel. <br />2. Limited service calls. Cablevision service Ywurs are limited to 8 a.m. to <br />5 p.m. Monday through Friday; Saturday hours at the Rec Center office are limited <br />to the return of cable boxes. The hours should be expanded to better serve <br />subscribers who work during the day. <br />3. Limited variety of services. The local programming channel 3 is not <br />responsive to subscribers needs. The audio and visual quality of the programming <br />is poor. <br />4. Limited use of stereo. Cablevision offers stereo capability on local TV <br />stations only. Instead of using their resources to improve audio quality, they <br />are investing in purchasing other cable franchises. <br />Mr. Keefer feels that Cablevision is not offering its subscribers quality <br />programming or good service, he questioned what Council could do to prompt <br />Cablevision to improve services. Mrs. Bahas agreed that tyre are problems with <br />Cablevision's service. She noted that because of Federal laws, cities are <br />limited in regulating cable companies. Mr. Tallon agreed that the Cable Act of <br />1984 took away the local government control of cable companies. however, <br />currently there is a bill before Congress which will re-establish local <br />government control of cable companies. Mr. Tallon suggested that citizens write <br />their Congressional representatives and urge passage of this legislation. Mr. <br />McKay, who was a Council Member when the original cable company was chosen, <br />agreed that cities had lost much of their bargaining power with cable companies <br />since the passage of the Cable Act. Mayor Boyle commented that there is a recent <br />Supreme Court ruling on this subject which he is currently reviewing. He plans <br />on reviving the Cable Advisory Committee and asked Mr. Keefer to become a member. <br />Mr. Keefer was very happy to volunteer his services to the Committee. Mayor <br />Boyle asked the Clerk of Council to forward Mr. Keefer's comments to Dottie Fox <br />of Cablevision. <br />Tim Kozimor, President of the Pebblebrook Homeowners' Association, presented <br />petitions to Council arxi Mayor Boyle asking the City to decline any request for <br />rezoning, land easements, or variances with respect to sub lot 22, permanent <br />parcel rn$nber 235-26-011. When the homes in this development were purchased, it <br />was with the understanding that the area would be a closed-er~d development with <br />only o~ access to single-family homers of a certain size. The residents feel <br />that any change at the current stage of developoent would be unfair. Mayor Boyle <br />commented that he has asked the Planning Commission to hear the Shore West plans <br />for the purpose of this develapmient, including the need for the possible access <br />road. Mr. Gorris, Planning Commission Chairman, has stated that the Commission <br />will probably not hear this plan until September. Mayor Boyle suggested that <br />whenever the meeting occurs, the residents should attend arxi voice their <br />opinions.
