Council Minutes of 518/91 <br />4) The Administration would like to thank Council for its favorable <br />consideratioai of the multi-year plan of street rehabilitation. There <br />are several ordinances on toni.ght's deal-rig with contracting <br />engineering services; legi.slatiori will soon be presented to initiate <br />borrowing of funds for the street projects. <br />Law Director Gareau reported: 1) We are currently through the first <br />draft of a motion in support of jurisdiction to the Supreme Court on the <br />Clark Oil case. We expect to request a 30-day extension and will file <br />that either late June or early July. <br />2) With respect to the Cater case, Mr. Gater's attorney objected to the <br />original referee; consequently, a new referee has been appointed. <br />Depositions have been scheduled for May; a hearing before the referee <br />will be held in mid-June. <br />Mr. McKay, Chairperson of the Environmental Committee reported: 1) The <br />Committee met on April 30. In attendance were: Cotmcilwanen Babas and <br />Saringer; Councilmen Leonard, Nashar, and McKay; Safety Director Gur~dy. <br />On the agenda was Ordinance 91-62, which will prevent refuse from being <br />stored outside of commercial establishments in paper bags, plastic bags <br />or other non-permanent containers. The Committee recommends passage of <br />Ordinance 91-62. <br />Mrs. Babas, Chairperson of the Lang-Range Planning Committee reported: <br />1) The Committee met on April 30 to hear a presentation fromi Skip Barrier <br />of Open Door West. Open Door West is an organization which helps new <br />residents with employment and social problems.. <br />Mr. Leonard reported for Mr. O'Grady, Chairperson of the Safety <br />Committee: 1) The Safety Committee met on April 30 to consider stop <br />signs to be located at the intersections of Hidden Circle/Windy Hollow <br />and Brook Circle/Wild Oak Drive. The Committee agreed that these stop <br />signs are needed, and legislation will be requested. <br />Mr. Nashar, Chairperson of the Streets and Drainage Committee reported: <br />1) Streets and Drainage Committee met with Council-as-a--Whole on April <br />30. Also in attendance were Mayor Boyle and Directors Burns and <br />Bohlmarm. Mr. Bohl.mann presented a time-table for the work to be done <br />an streets and sanitary sewers during 1991 and 1992. <br />2) Major programs for 1991 will be: Elm Road, Sunset Oval, Terrace; <br />Marion and Clifford to be started in 1991 and camtpleted in 1992; Park <br />Ridge development to be started in 1991 and comq~leted in 1992. Eighteen <br />streets will receive either asphalt overlays or cracksealing work; 32 <br />streets will receive slab repair, joint grinding, cracksealing, and <br />catch basin repair. <br />3) In addition to the government funds received, the City will need to <br />borrow money to comiplete the street and sanitary sewer projects. <br />4) The Police Department is doing a fine job iri apprehending car thieves <br />at Great Northern Mall. <br />2 <br />i <br />
