~~. <br />Council Minutes of 4/2/91 <br />LEGISLATION (CONTINtTID) <br />Reso ution No. 9 - was introduced and placed on first reading by Mrs. <br />Saringer. A resolution authorizing the Director of Public Service to <br />advertise for bids for one (1) integral tractor-loader-b~ckhoe wheel <br />type, and declaring an emergency. <br />Resolution No. 91-58 was introduced and placed on first reading by Mr. <br />McKay an behalf of the Mayor and the entire Council. A resolution <br />opposing extensive cuts proposed and/or the eventual elimination of the <br />law income home energy assistance program. (LIHEAP) <br />Ordinance No. 91-59 was introduced and placed on first reading by Mr. <br />Nashar. An ordinance establishing a rbew and revised Section 339.02 of <br />the City of North Olmsted Codified Ordinances entitled, "Use of local <br />streets; local permits arid. conditions" . <br />Resolution No. 91-60 was introduced and placed on first reading by Mrs. <br />Babas on behalf of the Mayor and the entire Council. A resolution <br />recognizing April 7 through 14 as the week of the young child. Mrs. <br />Babas moved for suspension of the rules requiring three readings and <br />committee review; second by Mr. McKay; passed uoanimausly. Mrs. Babas <br />moved for adoption; second by Mr. McKay; passed unanimously. Resolution <br />No. 91-60 adopted. <br />Miscellaneous Business <br />Mrs. Babas canoe the Legislation Committee meeting of Wednesday, <br />April 3; it will be rescheduled at a later date. Mrs. Babas scheduled a <br />Long-Range Planning Committee meeting for Wednesday, April 3, <br />at 7:30 p.m. to hear a presentation from a representative of Open Door <br />West. <br />Mr. McKay scheduled a Envirorgnental Control meeting for Monday, April 8, <br />at 7:30 p.m. <br />Mr. Leonard moved to excuse the absence of Mr. Tallon and Mr. Boehmer; <br />secorxi. by Mrs. Saringer; passed unanimously. <br />Mayor Boyle asked Council to reconsider Ordinance No. 91-50 for another <br />vote because the passage with four affirmative and two negative votes <br />eliminated the emergency clause. Therefore, the raises that were <br />appropriated in Ordinance No. 9i-45 cannot be paid for 30 days. <br />Mr. Leonard connnented that he had asked for Ordinance No. 91-50 to be <br />rewritten. <br />Mayor Boyle explained that rewriting Ordinance No. 91-50 would not <br />change the appropriations. Although Ordinance No. 91-50 does set <br />the parameters for pays, the City cannot pay more than what was <br />appropriated in Ordinance No. 91-45.
