Council Minutes of 1/15/91 Law Director Gareau reported: 1) With regard to the Dingess case where we sued the insurance company for not defending us in a civil rights matter, we do have a $25,000 deductible on the policy. Consequently, Judge O'Donnell has asked us to consider dismissing the case without prejudice. Should there be a recovery by the plaintiffs in the future, we could raise the issue again. 2) A hearing has been set in the Cater case because we could not reach an agreement with respect to the stipulations. 3) A brief is being prepared regarding the seasonality of the school guards. 4) This past week, we settled a personal injury case where the City was sued with respect to a collision between our snow plow and a van. Finance Director Burns reported: 1) Directors have been asked to provide the Finance Department, by February 1, the figures to be included in this year's permanent appropriations. 2) At the next Council meeting, we will be presenting the mote ordinances for the roll-over of all the City notes, with the exception of the sewer rehab notes. The notes will be rolled over for a rsine-rmonth period and are being positioned so we can go to bond. either at the enci of 1991 or the beginning of 1992. 3) A meeting will be held tomorrow with New World Systems to schedule the implementation of a new program for the Finance Department computers. Mrs. Saringer, Chairperson of the Building, Zoning and Develapcnent Committee reported: 1) ACouncil-as-a--Whole meeting with the BZD Committee will be held on M~onciay, January 28, at 7:30 p.m. The agenda includes the following: a meeting with residents who will be affected by the Halleen proposal; a discussion of the r~ew Zoning Code. 2) Scheduled a BZD Committee meeting for Wednesday, February 13, at 7:30 p.m. Mr. McKay, Chairperson of the Envirorunental Control Committee reported: 1) The Environmental Control Committee met on January 7 to discuss the Cuyahoga County Planning Coa~mi.ssion Resolution No. 901211-A. This resolution establishes a district disposal fee and a planning assessment schedule to prepare a solid waste management plan for Cuyahoga Govnty. The cost to North Olmsted will be 75 cents per ton, payable once a year to the County district. The Committee has delayed action on the resolution until a determination is made by the City of Cleveland. Mr. Tallon, Chairperson of the Finance Committee reported: 1) Finance Committee met on Wednesday, January 9. In attendance were: Conmi..ttee Members Mrs. Saringer, Mr. Leonard, Mr. Ta11on; Mayor Boyle; Service Director Bohlmann; Personnel and Administrative Director Wilamosky. The first item on the agenda was Council-at-Large salaries which must be fixed 30 days prior to the filing deadline for the term beginning the following January. The Committee recommended a $700 a year increase for the four-year term commencing January 1, 1992. This is in ordinance form and will be presented tonight. 3
