Council Minutes of 1/2/91 <br />4) Has presented Council with twelve reappointments to Boards/ <br />Commissions and four new appointments. Resins and backgrounds will be <br />presented to Mrs. Babas and the Legislative Committee for interviewing <br />purposes. <br />5) Planning Commission and the Board of Zoning Appeals met last month <br />and chose their officers. Chairmen of the Plarmi.ng Commission will be <br />Brian Gorris; Vice Chairman, Larry Orlowski; Secretary, Robert Bowen. <br />Board of Zoning Appeals Chairman will be Robert Gomersall; Vice <br />Chairman, Tom Restifo. <br />6) With regard to the sewer program: Phase I will be completed in <br />early April and all pumps in that area should be off the streets. The <br />first stage of the work is televising the pipes. This has been done, <br />and the Engineering Department has reviewed approximately 70,000 feet-- <br />70q of all the tapes. Grouting has been accomplished on 26,000 feet-- <br />45.2% of granting that will be done. U-Liner has been used an 676 feet, <br />about 12'Z% of U-Liner work. Spot repairs through excavation have been <br />done at 21 locations, which is a little more than half of the locations <br />to be excavated. Epoxy has been used an 102 locations--about 73~X of <br />the locations where epoxy will be used. More than 42X of the known <br />trouble areas in Phase I have been completed. <br />7) Flooding this past weekend re~tu.~.ted in only a few residential calls. <br />There was minimal flooding in the Phase I area• These problems will be <br />fixed; and we will learn what new things need to be done in this area. <br />Some calls came in from Ward I; these problems are probably due to pump <br />problems at the Dover lift station, which have been corrected. It <br />appears there may have been an obstruction in the Flaherty area; a jet- <br />vac was brought in but, because of water in the pipes, it was not <br />effective. The water had to be pumped out, which took most of the <br />night. The clogging was later remved. Although quite a few of the <br />calls concerned street and backyard flooding, our priority has been and <br />will continue to be residential flooding. Much of our man-power was <br />sent to the Blossom-Flaherty area, where we had sanitary flooding. <br />Authorization has been given for the purchase of more p!im-ps, <br />approximate cost of $5,000, to help residents keep the flooding to a <br />m_i.nimtnn. The money to repair storm flooding, which accounts for street <br />and backyard flooding, should came from the General Fund. Hawev+er, <br />without passage of the income tax, money will not be available. At <br />present, we will do the best we can with current resources; we will <br />continue to seek relief fran the State. <br />8) On Monday, January 7, at 7:15 p.m,, we will hold a meeting in <br />Council Chambers to address the incomme tax and to meet with those people <br />who have promised to support it and help with the campaign. <br />Law Director Gareau reported: 1) We are in the process of preparing a <br />brief in the Court of Appeals on the AFSCME case. This case goes back <br />to 1981 when we appealed an arbitrator's award at the time of converting <br />to BFI from our own crews.
