f <br />Council Minutes of 11/4/92 <br />2) Based on available information and an inquiry to the postal service, it has <br />been learned that the Federal Goverment does not withhold local income tars if <br />the facility within a city employs fewer than 500 people. Therefore, the Post <br />Office is not withholding city income taxes in North Olmsted. A letter was sent <br />to the postal paying agency in Mir~apoiis, Mir~sota requested a list of postal <br />employees and their payroll amounts for the years 19$9 through 1991. This infor- <br />mation has been received grid forwarded to the Regional Income Tax Agency. RITA <br />has also obtained records of postal employees in the greater Cleveland area arx3. <br />is now in the process of matching those records with the filing records of the <br />employees. Initial irxlications point to a 60X non-compliance rate. We will <br />pursue the collection of these income taxes which could amount to $50,000 to <br />$60,000. <br />Mr. McKay, Chairperson of the Public Safety, health and Welfare Committee, <br />reported: 1) The Safety Committee met on Tuesday, October 27; in attendance were <br />Council Members Leonard, Nasshar, McVay and resident Ralph Rhcxles. Ordinance <br />No. 92-138, Stacking of Firewood in Residential Districts, was discussed arid. <br />amended. Section 1, paragraph b will now read, "The storage of materials mall <br />be permitted only in the side or rear yards and stacked neatly." Sentence 3 was <br />amended to read, "The materials, when stacked, shall be located r~ closer than <br />15 feet to a neighboring residence." Sentences 1, 2, 4 and 5 were deleted. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />committee met on Wednesday, October 28; in attendance were Council Members <br />Musial, Lind, Nashar; Law Director Gateau; Service Director Bohlm~aim; residents <br />from the Pheasants Walk and Forest Ridge Civic Associations. Agenda items were <br />as follows: <br />a. Resolution 92-131 pertaining to the Crocker/Steams extension was discussed. <br />A cost estimate will be requested fran the County as to additional wing, <br />landscaping and fencing. This ordinance will be held in commmittee. <br />b. Ordinance 92-141 pertaining to the replacement cast of the culvert pipe on <br />South Barton Road. The cost will be $8,250 each to Cuyahoga County and the City <br />of North Olmsted. <br />c. Resolution 92-147 which will authorize the Service Director to advertise far <br />bids for replacement of catch basin, manhole, sidewalk, curbing and pavement <br />repairs throughout the city in 1993. This will be based on a unit price for each <br />location. <br />d. Flooding problems on Frank Street. In 1993, the city will improve and add <br />additional storm and sanitary sewers on Frank Street. Replacement of the street <br />will take place in 1994. <br />The committee recommended approval of all four issues. <br />Mr. Musial, Chairperson of the Recreation Committee, reported: 1) The committee <br />met on Wednesday, October 28. In attendance were Council rs Bahas, Nashar, <br />Musial; Finance Director Burns; Safety Director Gurxiy; Recreation Commissioner <br />Fattlar. The plan for recreation capital improvements was discussed. Mr. <br />Fattlar presented the committee with an up-dated review of capital improvement <br />needs.
