Council Minutes of 11/4/92 <br />Mayor Boyle took his seat at 8:20 p.m. <br />Audience Participation <br />Ri r Margo ius, Jamestown Apartments, 4809 Columbia Road, who had spoken to <br />Council last May, expressed concern that the city had not yet begun recycling for <br />multi-family apartments. Mayor Boyle responded that the city had just received a <br />quote from Browning-Ferris. After review, it will be presented to the Finance <br />Committee; it will be up to Council to appropriate the manes. After discussion, <br />it was agreed that the Administration will try to get all the information to <br />Council by December 1. <br />Mr. Margolius also expressed concern about the lighting requirements now being <br />considered by Council. He spoke to a lighting expert who is of the opinion that <br />the requirements are not possible in multi-family situations. Mr. Boehmer <br />suggested that Mr. Margolius attend the public hearing on this proposal. In <br />answer to a question by Mr. McKay, Mr. Margolies stated that the Jamestown pole <br />lights are between 6 and 8 feet high. Mr. McKay felt there would not be a <br />problem since the lights are under the 10 foot maximum. Mr. Margolies is <br />concerned about the foot candle minimums. <br />LEGISLATION <br />Or finance No. 92-133 introduced by Mr. McKay and Mr. Nashar was given its third <br />reading. An ordinance to amend Section 911.12, Use of Public Sewers, of the <br />Codified Ordinances of the City of North 0]msted. Mr. McKay moved for adoption; <br />second by Mr. Nashar; motion passed unanimously. Ordinance No. 92-133 adopted. <br />Resolution No. 92-137 introduced by Mrs. Babas, Mr. McKay,. and Mrs. Saringer was <br />given its third reading. A resolution urging the Senate of the State of Ohio to <br />act upon and adopt Senate Bill 11 which provides for the prohibition of the <br />issuance or renewal of liquor permits authorizing the sale of beer, wine, and <br />mixed beverages at premises where gasoline or airy other motor vehicle fuel is <br />sold or offered for sale, and declaring an emergency. Mrs. Babas moved for <br />adoption; second by Mr. McKay; motion passed unanimously. Resolution No. 92-137 <br />adopted. <br />Ordinance No. 92-138 introduced by Mr. McKay was given its second reading. An <br />ordinance creating Section 521.15 of the General Offenses Code of the City of <br />North Olmsted, entitled "Stacking of Firewood in Residential Districts," and <br />declaring an emergency, as amended. <br />Ordinance No. 92-141 introduced by Mr. Nashar was given its second reading. An <br />emergency ordinance enacted by the city of North Olmsted, Cuyahoga County, Ohio, <br />hereinafter referred to as the MUNICIPALITY, in the matter of the hereinafter <br />described improvements arxi requests the cooperation of the County of Cuyahoga by <br />its Board of County Commissioners, hereinafter referred to as the COUNTY. <br />Resolution No. 92-143 introduced by Mr. Lind was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />5,000 tons of asphalt and tack coating of city streets, and authorizing the Mayor <br />to contract for same, and declaring an emergency. <br />3 <br />~~ <br />
