<br />Council Minutes of 10/20/92 <br />Agenda items were as follows: <br />a. Ordinance 92-128 which deals with the bids for equipment for a central <br />dispatch system serving the Police and Fire Departments. The purpose of a <br />central dispatch system is to reduce the response time of the safety forces. The <br />committee recommended passage. <br />b. Ordinance 92-137, supporting Senate Bill 11 which will prohibit the issuance <br />or renewal of a liquor permit to arry~ establishment selling motor vehicle fuel. <br />The committee recamin~ded passage. <br />c. Ordinance 92-138 which deals with the stacking of firewood. The committee <br />decided to hold this ordinance far further modification. <br />Mr. Lind, Chairperson of the Finance Committee., reported: 1) On September 23, <br />approximately 90 people from the Deerfield North subdivision met with Mayor <br />Boyle, Service Director BohLnann, arxi Mr. Lind to discuss the issue of the <br />recreation area. By this time, both pools had been drained aayd filled with dirt. <br />There had been some confusion over tix ballot sent to residents earlier in the <br />month. Another ballot was mzaied which clarified the wording and limited the <br />choices to only two: agree to a restrictive deed covenant for maintenance fees; <br />agree to allow the land to revert to the City of North Olmsted. All responses <br />were to be returned to City Ha11 by October 14. The homeowners who were in <br />attendance agreed that a no response would constitute a "no" vote--indicating <br />that the haoaeowner did not agree to a restrictive deed covenant for miaintenance <br />fees. A total of 138 votes were returned out of 195 hcxmes. Of the ballots <br />returned, 37 were yes and 101 were no. There were 57 homeow~rs mt responding <br />which brought the no vote to 158. A clear majority of the homeowners in Deer- <br />field North have voted in favor of Resolution 92-125 which will allow the <br />property to revert to the city. In as much as the Deerfield North recreation <br />area has posed a serious health and safety hazard for nearly eight years and the <br />residents overwhelminroly consented to the reversion, the Finance Committee <br />affirmed its original recommendation to adopt Resolution 92-125. <br />2) On October 13, a joint Finance/Streets & Drainage Committee mieeti~g was held. <br />In attendance were Council Me~abers Nashar, Leonard, Lind.; Finance Director Burns; <br />Service Director Bohlmar~; Personnel & Administrative Director Wi.lamosky. The <br />following items were discussed: <br />a. Resolution 92-134 which authorises the Service Director to advertise for bids <br />for the continuation of the sewer rehabilitation project. The Finance Committee <br />recommended adoption. <br />b. Ordinance 92-136 which deals with the collective bargaining agreement between <br />the City of North Olmsted and the employees of the Service Department and Waste <br />Water Treatment Plant. The contract has been presented to the unions; however, <br />no draft copies have been received by the Administration. Therefore, the Finance <br />C~ni.ttee could not make a recormmerrdation on passage of the legislation. <br />Mr. Nashar, Chairperson of the Streets & Drainage Committee, reported: 1) The <br />Streets & Drainage Committee met on October 20. In attendance were Council <br />Members Beringer, Musial, Leonard, Nashar; Service Director BohLnarm; residents <br />from the Pheasants Walk/Quail Run and West Park/Forest Ridge Civic Associations. <br />3 <br />
