<br />Council Minutes of 10/20/92 <br />Agenda items discussed were: <br />a. Resolution 92-131 which pertains to the Crocker/Stearns extension. This <br />legislation will be put back into coae-ittee for further review. Areas for review <br />are height of the fence, mounding,. and trees. Also, concerns of the residents <br />living south of Lorain Road. will be discussed. <br />b. Ordinance 92-133 which amends Section 911.12, "Use of Public Sewers". <br />Audience Partici tion <br />Je rey~Fasse,-r~-Quail Run, spoke on behalf of the Pheasants Walk/Quail Run <br />Civic Association with regard to the Crocker/Steams extension. State Senator <br />Suhadolnik has now responded to their requests and has written a letter to County <br />Engineer Neff in support of the homeowners. Mr. Tasse was pleased acrd grateful <br />to hear the Mayor refer to this project as a pilot program. The residents are <br />firm in their requests for a fence higher than six feet, proper mounding and <br />landscaping, Also, the residents are concerned about safety for tltie neighborhood <br />children aryl tree children attending Forest School. Mr. Tasae feels the present <br />legislation should be rewritten so as to encompass all of the requested improve- <br />ments in one doctenent. In addition, Mr. Tasse believes that funding for this <br />project is available through Federal legislation. <br />June Whitmore, 28960 Hampton Drive, spoke on behalf of the West Park/Forest Ridge <br />Homeowners' Association. They are in complete accord aril agreement with the <br />Pheasants Walk/Quail Run Civic Association. Mrs. Whitmore is grateful to Council <br />for working with the residents. Congresswoman Mary Rose Oskar is also working <br />for the residents and had called Mrs. Whitmore to confirm that she would do <br />everything possible to be sure that this project would include mounding. <br />Mayor Boyle remarked that the wording of the Federal legislation provided for the <br />definition and the instructions to states to fiord projects such as the Crocker/ <br />Stearns extension. However, the Ohio Department of Transportation is not <br />interpreting it that way. He feels that the committee can enlist the help of <br />Congresswoman Oakar's staff in the wording of our legislation so that ODOT will <br />agree to the funding. The County Engineer is guided by ODOT interpretations on <br />Federal statutes; therefore, our problem is to convince ODOT. <br />Tony Manning, 23937 Frank Street, spoke an behalf of the residents of Frank <br />Street. Mr. Harming presented petitions signed by all the homeowners requesting <br />a concrete street. At present, the asphalt street is above the sidewalks which <br />results in standing water every time it rains. Also, this is a safety hazard <br />during the winter months when this water freezes. Mr. Manning also made the <br />point that Frank Street deadends into Maple School which increasers the amount of <br />traffic traveling on this street. He mentioned that CounciLAan Lind had informed <br />them that sewer work would begin in December, and the residents would like the <br />city to hold off on this until the street can be replaced. <br />Mayor Boyle commented that the sewer work will begin in December. This work is <br />part of a long-range plan that includes ea€amining the sewers, mains and laterals. <br />After this work is completed, then the street will be completed. The street <br />program is a city-wide effort and .the timing on which streets are done first is <br />dependent on the sewer work. At this point, the city cannot guarantee that Frank <br />Street will be replaced by next year. <br />4 <br />
