Council Minutes of 7/7/92 <br />5) To meet with ODOT regulations and to continue to offer transportation for <br />residents of North Olmsted, Olmsted Falls, and Olmsted Township, we are in the <br />process of establishing a non-profit organization entitled the North OL~sted <br />Commission on Paratransit. The nineer board will inclu~ Mayor Boyle, <br />Finance Director Burns, President of Council Boehmer, Finance Committee Chair- <br />person Li~3., a member of the Human Resources Advisory Board, and four. individuals <br />appointed ~ Olmsted Falls and Olmsted Town,~hip. The other two corammz.ties will <br />pay a percentage of the cost of all paratransit based upon the number of senior <br />citizens living in each crnmamlty. Title V money has been made available to pay <br />for the dispatcher. <br />6) State Representative Pat Sweeney has made a proposal to increase Issue 2 <br />funding and awards. Iie would like to see an increase in the number of awards <br />given ark the amount of money distributed. His plan would call for a decrease in <br />the local share of funding since many needy cities cannot afford to pay the <br />matching fiords needed to receive Issue 2 money. <br />7) The city should receive word soon on the status of applications for Issue Z <br />funds, <br />8) 1VOrIDL and RTA have comproEnised and saved Routes 42, 89, and 53 which had been <br />slated for elimination. Instead of completely eliminating them rotes, the <br />number of trips has been cut down. When the cuts were announced in mid-June, <br />Route 42 had 4 riders per trip and is now up to 8.1 riders per trip; Route 89 had <br />4 riders per trip and is now up to 8.5 riders; Route 53 had 5.4 riders per trip <br />and is now up to 7.7 riders. Because of the publicity received on these possible <br />cuts, citizens have become aware of NFL's service arxi ridership has increased. <br />Also an agreement has been reacted to alter Route 53 to bring it dawn Columbia <br />Road so the residents of Bridlewood Apartments can be served. <br />9) Recently attended the 60th annual U.S. Conference of Mayors which was held in <br />Houston. The focus of discussion was cm presidential politics, how urban issues <br />are being handled, and Washington's failure to respond to the needs of cities. <br />Presidential candidate Clinton committed $40 billion to the urban ecoYms~ic and <br />job stimulus program. President Bush has committed only $1 billion. Other <br />topics of discussion were: an anti-drug program, weed and seed program, and a <br />halt to the practice of imposing Federal mandates on cities without providing <br />funds. <br />Law Director Gareau reported: 1) The contractor of the Butternut Ridge apart- <br />ment complex has filed an appeal with the Building Board of Appeals of the State <br />of Ohio with respect to the city requirement that the buildings have rain <br />gutters. <br />2) A hearing will be held this week in the Court of Appeals to attempt to resolve <br />the Eliza Jennings case. He will express the opinicm shared by Council and the <br />Administration that Eliza Jennings make full and complete payment of all tap-in <br />fees that are du+e and owed. <br />3) With respect to the Cater case, the record has been transmitted to the Supreme <br />Court and a final draft of the brief is being completed. <br />4) A brief has been prepared on behalf of the city in appealing a motion to <br />suppress evidence in a DWI case that arose out of Rocky river lnicipal Court. <br />The Law Department feels the motion to suppress evidence was inappropriate. <br />2 <br />
