Council Minutes of 7/7/92 <br />Finance Director Burns reported: 1) Highlights of Ordinance 92-77, the 1993 <br />budget are as follows: receipts in the General Fund are projected to be <br />$12,327,000 against experuii.tures of $12,298,000; total for all f iords are receipts <br />of .$37,385,000 and expenditures of $39,023,000. The difference reflects the <br />projected carryovers into next year. <br />2) An item of interest--in June of 1913 and July of 1923, the city issued. five- <br />year bonds at 5%; today, we can get afive-year bond for 42%! <br />Mrs. Beringer moved that Council take a short recess to discuss the Cinnamon <br />Woods development; second by Mr. Musial; motion passed unanimously. Coiulcil <br />recessed at 8:25 p.m. and reconvened at 8:33 p.m. <br />Mrs. Saringer, Chairperson of the Building, Zoning acid Development Committee, <br />reported: 1) The BZD Committee met an June 30. In attendance were cornmi.ttee <br />members Lind, Nashar, Saringer; Councilman Musial; Service Director Bohlmarm; <br />Building Commissioner Conway; Assistant Engineer McDermott. The following topi_es <br />were discussed: <br />a. Velvet Touch Car Wash, 27100 Lorain Road, a proposal to remodel the existing <br />abandoned car wash building acid property. Representing the car wash were John <br />Ulessie, Dan Kollick, Mr. Minotti, Mr. Harriett, Len Warren and John Atwood. The <br />proposal had been approved by ARB anti the Planning Commission; a variance and <br />special permit was granted by BZA on June 4. Since the committee felt that <br />traffic problems could result, it was agreed that an off-duty policemen would be <br />employed to direct traffic during problem periods otherwise the facility would be <br />closed. There will be no left turn from Dover Center Road into the car wash and <br />no left turn onto Lorain Road. A detailed engineering plan must still be <br />approved. The committee reca~nded decorative lighting poles in lieu of CEI <br />poles. The entire area will be concrete with french drains on ingress and <br />egress. There will be underground retention aril underground wiring for lighting. <br />An attendant will be an duty at all times. Mrs. Beringer moved to approve with <br />the recomarexidations of ARB, Plarming Commission, BZD Cornnsttee, aril all require- <br />ments previously-mentioned; second by Mr. Lind; motion passed unanimously. <br />b. Habitat, 4687 Great Northern Blvd., a proposal for an exterior renovation to <br />an unoccupied unit in an existing shopping center. The proposal was presented by <br />Lloyd Pereman, Hal Reisenfeld, Bob Shepherd and Noal Solomon. A variance was <br />granted by BZA under the concii.tion that it be approved by the Planning Comfrri.ss- <br />ion. The Planning Commission denied this proposal on June 9 becau~ they felt <br />the mansard was an inappropriate size in relation to the adjacent stores in the <br />shopping center. The BZD Cc~tmittee voted 2 for the proposal arxi 1 against. Mrs. <br />Saringer moved that Council approve the renovations for Habitat at 4687 Great <br />Northern Blvd.; second by Mr. Nashar. Roll call: Saringer, no; Nashar, yes; <br />Musial, rte; McKay, no; Lind, yes; Leonard, no; Bahas, no. Motion failed with 5 <br />negative votes and 2 affirmative votes. <br />c. Cinnamon Woods proposal to construct 214 single-family attached and detached <br />units on 56 acres off of Barton Road. This was approved by ARB acrd Planazixig <br />Commission. The Commission recommended that there be sidewalks, oral the BZD <br />C~anittee suggested it would like to see sidewalks on the cul-de-sac. The <br />3 <br />
