Council Minutes of 5/5/92 er this week will meet with the County Planning Commission on the recycling 6) Lat budget. The County Plarmi.ng Commission is taking care of tree recycling budget for implementing the entire program within the County and, hopefully, the deadlines that are to be established by the local entities. 7) Last week the Regional Trar~it Authority placed a legal ad in the Plain Dealer announcing cuts in service to the North 0]msted Municipal Bus Lire. at wa~~ t'- first notification the city received of those cuts. We have contacted Mr. Toter and have set up a meeting to discuss the changes in bus service to our cc~i.ty and surrounding suburbs. The cuts suggested will affect approximately 60,000 passengers per year. Of the seven 1L routes, three were eli~ixiated arxi two were curtailed to rush hour service only. Many transit-dependent people will be isolated by these cuts. The city will be forced to layoff employees and to use employees inefficiently. There will be two meetings downtown at the RTA head- quarters on May 7 anti 8 to discuss these proposals. In addition, there will be a meeting on Thursday, May 14, from 7 to 8:30 p.m. at the Cavity Rooan in Great Northern. Resolution No. 92-50, which is on tonight's agenda, protests the elimination of these NOMBL-operated bus routes. Law Director Garesu reported: 1) If an appeal is filed in the Cater case, he will file a cross appeal on behalf of the city. 2) We have received two cos plaints in civil litigation during the past month. One deals with an injury to a young boy who was playing football anti fell ~ a stake that was used to delineate the curb line for snow plowing. The second co®plaint involves a case of false arrest--the litigation has not yet been filed in this complaint. Finance Director &irns reported: 1) Ordinances 92-48 and 92-49, which will be passed under suspension tonight, will amend Ordinances 92-29 and 92-30 by changing the due date from December 20, which is a Sunday, to December 18. 2) Added to the agenda tonight is Ordinance 92-52, which is the reduced interest rate loan program for residential property. This program will probably replace the linked deposit program initially introduced. The ordinance will be referred to the Finance Committee. 3) The city has been notified by the Clerk of the Rocky River Court that fines collected from tickets issued by the State Highway Patrol are divided 45~ to the State, 10~ to the County, and 45% to the municipality. The State Auditor has ruled that the municipality to receive the money is the municipality that houses the court. Rocky River, therefore, is entitled to this money. North Olmsted has received a bill for $12,000, which represents the fines that were collected in 1991; a bill for the 1992 fines to the present date is forthcoming. The State Auditor's office has been contacted about this ruling and the matter has been referred to their legal department for further determination.
