Council Minutes of 5/5/92 <br />er this week will meet with the County Planning Commission on the recycling <br />6) Lat <br />budget. The County Plarmi.ng Commission is taking care of tree recycling budget for <br />implementing the entire program within the County and, hopefully, the deadlines <br />that are to be established by the local entities. <br />7) Last week the Regional Trar~it Authority placed a legal ad in the Plain Dealer <br />announcing cuts in service to the North 0]msted Municipal Bus Lire. at wa~~ t'- <br />first notification the city received of those cuts. We have contacted Mr. Toter <br />and have set up a meeting to discuss the changes in bus service to our cc~i.ty <br />and surrounding suburbs. The cuts suggested will affect approximately 60,000 <br />passengers per year. Of the seven 1L routes, three were eli~ixiated arxi two were <br />curtailed to rush hour service only. Many transit-dependent people will be <br />isolated by these cuts. The city will be forced to layoff employees and to use <br />employees inefficiently. There will be two meetings downtown at the RTA head- <br />quarters on May 7 anti 8 to discuss these proposals. In addition, there will be a <br />meeting on Thursday, May 14, from 7 to 8:30 p.m. at the Cavity Rooan in Great <br />Northern. Resolution No. 92-50, which is on tonight's agenda, protests the <br />elimination of these NOMBL-operated bus routes. <br />Law Director Garesu reported: 1) If an appeal is filed in the Cater case, he will <br />file a cross appeal on behalf of the city. <br />2) We have received two cos plaints in civil litigation during the past month. One <br />deals with an injury to a young boy who was playing football anti fell ~ a stake <br />that was used to delineate the curb line for snow plowing. The second co®plaint <br />involves a case of false arrest--the litigation has not yet been filed in this <br />complaint. <br />Finance Director &irns reported: 1) Ordinances 92-48 and 92-49, which will be <br />passed under suspension tonight, will amend Ordinances 92-29 and 92-30 by changing <br />the due date from December 20, which is a Sunday, to December 18. <br />2) Added to the agenda tonight is Ordinance 92-52, which is the reduced interest <br />rate loan program for residential property. This program will probably replace the <br />linked deposit program initially introduced. The ordinance will be referred to the <br />Finance Committee. <br />3) The city has been notified by the Clerk of the Rocky River Court that fines <br />collected from tickets issued by the State Highway Patrol are divided 45~ to the <br />State, 10~ to the County, and 45% to the municipality. The State Auditor has ruled <br />that the municipality to receive the money is the municipality that houses the <br />court. Rocky River, therefore, is entitled to this money. North Olmsted has <br />received a bill for $12,000, which represents the fines that were collected in <br />1991; a bill for the 1992 fines to the present date is forthcoming. The State <br />Auditor's office has been contacted about this ruling and the matter has been <br />referred to their legal department for further determination. <br />Mrs. Saringer, Chairperson of the Building, Zoning and Development Committee, <br />reported: 1) The coanmittee met on April 29; in attendance were Council 3bers <br />Nashar and Saringer, Building Commissioner Conway, arxi Assistant Engineer <br />McDermott.
