Council Minutes of 4/7/92 <br />Finance Director Burns reported: 1) We have received a number of calls regarding <br />the reduced interest rate loan program for home improvements. The linked deposit <br />program is in committee, and we are currently working on a canpanion and/or <br />replacement piece of legislation. Hopefully, this legislation will be co-leted <br />for consideration at the next Finance Committee meeting. Ideally, this program <br />will be in place by the end of May so that residents can use the program during <br />the stumier months . <br />Mr. McKay, Chairperson of the Public Safety, Health and Welfare Committee, <br />reported: 1) Moved that Council approve the transfer of a D-5 ligt~r permit from <br />Kriaris Inc., 29344-52 Lorain Road to William Dembie, DBA Star Lounge, 29344-52 <br />Lorain Road; second by Mr. Nashar; passed unanimously. Motion approved. <br />Mr. McKay, Chairperson of the Environmental Control Committee, reported: 1) The <br />airport has notified the city that two taxiways are scheduled for rehabilitation <br />this summer. The work began on March 30 and will take approximately six weeks to <br />complete, weather permitting. The neighborhoods that experienced increased air <br />traffic last summer will experience a similar situation doting this period of <br />time. <br />The Clerk read a letter addressed to Councilman Norman Musial from resident George <br />Lowe, Jr. Mr. Lowe is concerned about the deteriorating condition of the side- <br />walks on Clague Road. <br />Audience Partici tion <br />Mike Williams, Warrington Drive, who is an amateur astronomer, stated that <br />the neighborhood lights installed by CEI interfere with his hobby. He has <br />discussed this matter with Service Director Bohlmarui and Councilman Nashar. He <br />would like the city to move the one light that is south of his property so that it <br />does not flood his yard with light. Mr. Bohlrnann stated that he had previously <br />told Mr. Williams that if he found the lights to be a problem, the city could <br />possibly move them. At present, he is waiting until lights are completely <br />installed in the development because tyre is a similar problem on another street. <br />He feels both situations should be handled at the same time with the cooperation <br />of Mr. Wheeler from CEI. <br />LEGISLATION <br />Ordinance No. 91-186 introduced by Mrs. Babas and Mr. Leonard was given its third <br />reading. An ordinance providing far the amendment of the Zone Map of the City of <br />North Olmsted, which Zone Map is part of the Zoning Code of the City of l~k>rth <br />Olmsted, by changing the premises hereinafter described from Single Residence A <br />District to General Retail Business District. Mrs. Babas moved for adoption; <br />second by Mr. Leonard; passed unanimously. Ordinance No. 91-186 adopted. <br />Ordinance 92-18 introduced by Mayor Boyle was given its third reading. An <br />ordinance authorizing and directing tl~ Mayor of the City of North Olmsted to <br />~,,, enter into agreement with Western Reserve Engineering & Surveying Company to <br />provide engineering services for the rehabilitation of Maria Lary and Rosta Lane, <br />and declaring an emergency. Mr. Nashar moved for adoption; second by Mr. Lind; <br />passed ur-animously. Ordinance No. 92-18 adopted. <br />3 <br />
