Council Minutes of 2J18/92 <br />Businesses will get credits against their corporate franchise tax for <br />promoting programs such as day care for their employees' children and <br />retraining and hiring of people who are unemployed. Hopefully, businesses <br />will be attracted to our city because of the tax break; and employees would <br />choose to live here because of better employment opportunities. <br />6) The tax incentive program on zeal estate taxes will be considered tonight. <br />Hopefully at the next regular Council meeting, the linked deposit portion of <br />this program will be introduced. Tonight Council should select two members <br />for appointment to the Housing Board. <br />7) Have had discussions with Cleveland State University regarding help on <br />computerization and the redistricting map. Clevelarxl State has notified the <br />city that we have a very sma7.1 vari.a~e between precincts and. wards. Any <br />changes made would be so minor that it would not be worth tree cost. Ward III <br />is the largest in residents, followed. by Ward II, Ward IV, aril Ward I. The <br />difference between Ward I and Ward III is approximately 7.5~. <br />8) The Human Resources Department is holding a fund raiser at Beck Center on <br />Friday, February 21, at 8 o'clock. The production will be Lend Me A Tenor. <br />Law Director Gareau reported: 1) Last week went to Columbus with Assistant <br />Law Director Dubelko, Councilman Nashar, and. arncerned residents to meet with <br />the Liquor Control Board concerning the Star Lounge. The owners have <br />produced evidence that the license is being sold to a non-relative, and a <br />deadline of April 1 has been set for the transfer to take place. If it is <br />not transferred by that date, the Star Lounge will be closed. <br />2) The following lawsuits have recently been received: <br />a. A police officer who was let go during the probationary period is <br />contesting the fact that we have an 18 month probationary period. At issue <br />is the Charter of the City of North Olmsted, the right of the Civil Service <br />Commission to make rules and regulations, and the right of the Police Depart- <br />ment to enforce the rules azxi regulations which include the probationary <br />period. Several years ago, an appellate judge ruled. that the warding of <br />our City Charter did not give the city the right to vary from state law. <br />Consequently, the Charter was changed to allow the City to make rules and <br />regulations that vary from state law. <br />b. The City of North Olmsted aril Police officer Jandecka are being sued by <br />Harry Packer for false arrest. II~Ir. Packer had been arrested for disorderly <br />conduct; however, the case was later dismissed by the Prosecutor. <br />3) The union contract with the transit employees was settled before the <br />ruling of the fact firxier was issued. <br />4) Yesterday attended the annual mruzicipal law conference where the new civil <br />rights act and the law dealing with accessibility for handicapped citizens <br />were discussed. The city will have to make every effort to comply with these <br />new laws. <br />Finance Director Burns reported: 1) The $1.2 million notes for the <br />improvement of the sanitary sewer system were sold at 3.6%. <br />2 <br />~..,~. ~, ~ _ s,..,~_~.,h~;.~~~~.~~ <br />
