Council Minutes of 2/18192 <br />2) Have distributed to Council copies of a work sheet an the estimated <br />resources for the appropriations. The schedule reflects the carry-over <br />balances for all the funds grid also the expected sources of other revenues <br />for these funds. Prior to passage of the appropriations, we will probably <br />receive an amended certificate from the County certifying these ramabers. As <br />required by state law, a letter has been forwarded to the County identifying <br />the fiuxls showing increases or decreases in expected revenues. Council will <br />receive a copy of this letter. <br />Mrs. Beringer read a letter from County Commissioner Jim Petro regarding the <br />solid waste management plan for Cuyahoga County. <br />Mr. Lind, Chairperson of the Finance Committee reported: 1) The committee <br />met on February 11 to discuss the following ordinances: <br />a. Ordinance 91-175 which is the tax incentive program. Representatives <br />from Arter and Redden and the Mayor merle presentations and answered <br />questions. The Finance Committee recomanends adoption of this ordinance. <br />b. Ordinance 92-12 which is the sale of $4.3 million in notes. After dis- <br />cussion, the committee recommended adoption of this ordinance. <br />Mr. Nashar reported on the Planning Commission meeting held on Tuesday, <br />February 11. One of the proposals considered by the Comnissi.on was an auto <br />body shop to be built on Lorain Road: just east of Christman Drive. As <br />Councilman for this ward, Mr. Nashar had received numerous phone calls from <br />residents about this proposal because the building would have been built <br />adjacent to the recreation area of the Bretton Ridge development. After <br />review aril discussion of the proposal, the Planning Commission voted <br />unanimously to turn down the proposal. <br />Audience Partici tion <br />John Dee, Bra Road, was upset because of the installation of street <br />lights on Bradley Road near the Metro Parks area. Because he had spoken to <br />Service Director Bohl.mann on rrous occasions about his wish not to have <br />street lights in this area, he felt he had been "lied to" when they were <br />installed. He feels a natural setting has been ruined and would like shields <br />installed on the lights. Mr. Bohlm~ara; has agreed to install shields on two <br />of the seven lights. Mr. Dee was also concerned about the condition of his <br />front yard due to the work being done on the ditches and culverts. He said <br />the ditch in front of his home does not drain properly. Also when his <br />neighbor's culvert pipe was reinstalled, it was placed too high so the water <br />does not flow out of his ditch into the pipe. Iie wanted to go on record as <br />stating that he does not want to be tapped into the new subdivision's storm <br />drainage system. He has never had a problem with water in his below-grade <br />family roan arxi does not want to be part of an unproven system. He would <br />also like to have an access hole on the top of the ground where the sump pump <br />outflow pipes cormect into the culvert pipe. <br />3 <br /> <br />
