There will be a city ride informational mailing to <br />residents before the program begins. With regard to the construction being <br />done in the Deerfield area, Safety Director Gundy has spoken to Mrs. Koch; <br />Mr. Koch visited City Hall and spoke with A,c~ninistrative Assistant Nancy <br />Wlodarski; and Mayor Boyle has responded to the letter from the Koch's. The <br />letter sent to the Mayor by Mr. and Mrs. Koch contained a section to be <br />signed by the Mayor and Mr. Bohr authorizing the Koch's to use their own <br />landscaper at city expense. The city carmot allow residents to use their own <br />landscapers or emit city funds to landscaping. The cost of this would be <br />over $10,00 and by state law this would have to be put out for bids. In <br />addition, the contractor is responsible for repairing the yards; the city <br />will enforce the contract to ice sure that the contractor restores the yards <br />to their prior condition. The Mayor will keep the Koch's letter on file if <br />needed to prove that the contractor has not .fulfilled his responsibilities. <br />The Mayor explained that the pipes in the Deerfield area are being videotaped <br />and the mains have been tested. A lawn is only dug up when there i.s <br />definitely a problem with the lateral (the pipe leading from the house to the <br />main). Also, the man-hole cover near the Koch's home was uncovered ar~d will <br />remain cleared; however, the area aro~md it wi]1 be landscaped. Work is <br />still being done in the area of the Koch home; the yard will rat be left <br />until it is back in the condition it was--arid the sewers will work better <br />than before! As far as repairing the streets is concerned, the work on the <br />sewers must be completed first. The Administration has been cc~tinual3y <br />monitoring the Deerfield project and is in contact with residents in the area <br />to be sure that all problems are dealt with on a timely basis. There have <br />not been calls from other residents with problems. This is a long-term <br />project, but work is proceeding well. <br />Mrs. Saringer, who lives in the area, commented that she had not received any <br />complaints from residents. Mr. Lind, Councilman of Ward II, has only <br />received one call from Mr. Koch. <br />Mr. Bohlmann responded that, indeed, there had been some problems with the <br />contractor during the past year. However, in the spring, the problems will <br />be remedied. There is a two-year maintenance bond on the contractor, and the <br />city has held a lOX retainage fee. The fee will not be returned until all <br />lawn restoration problems are fixed.. With regard to the sewer work, Mr. <br />Bohlmaam explained that because of the lack of accurate records, the sanitary <br />sewers are being videotaped grid the house laterals marked. Often, however, <br />the laterals do not go in a straight line but can angle 15, 30, or 45 degrees <br />across yards and under driveways. Unfortunately, because of this situation, <br />it is s~netimes necessary to dig several holes in a yard in order to find the <br />lateral. Mr. Bohlmatui stated that the city has videotapes of each ixxiividual <br />house prior to the c~encement of construction, and the contractor is <br />responsible for restoring the property to its previous condition. <br />Mr. Lind requested that, as soon as the weather permits, a street sweeper be <br />sent to the Deerfield area to clean the streets. Mr. Bohlmann agreed to do <br />this. <br /> <br />
