~. Council Minutes of 12-07-2010 • In the matter of Stofko vs. Lee Scott, et al, he attended a case management conference on November 18, 2010. The matter is now set for mediation between the parties in Federal Court on January 4, 2010. • He drafted the first version of utility contracts legislation, which he presented to the Director of Finance for her thoughts and comments. They will use this to establish a framework by which the City can solicit proposals and enter into contracts for the provision of utilities. • He attended the first contract negotiations with the Fraternal Order of Police pertaining to the reopener clause for wages and benefits for 2011. The parties are selecting a date for fact finding. • On December 2, 2010, he attended a meeting with the Director of Finance and John Larson from Squires, Sanders and Dempsey. Mr. Larson was present to discuss the sewer rate ordinance and the need to potentially modify agreement with Olmsted Township and Fairview Park concerning their rates as well. • In the matter of Randall Thorne vs. City of North Olmsted, Ohio Board of Zoning Appeals, the City will be filing its brief on December 13, 2010. Director of Finance Copfer: • The debt payment was due December 1, 2010, and the total payment was $6,000,805.65. Of that, $5,725,000 is a principle reduction leaving the outstanding debt balance of $45,265,716. • She participated in labor negotiations with the police, as well as the meeting with John Larson regarding sewer rates. • The new Assistant Finance Director, Jessica Howlett, started with the City of North Olmsted on Monday, December 6, 2010. Councilman Barker, Chairman of the Finance Committee: The Finance Committee met on Tuesday, November 23, 2010 at 8:30 p.m. Present were committee members Barker and Kearney; Council President Limpert; Council members Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy, Director of Law Gareau, Director of Finance Copfer and Director of Safety and Service Ritenauer. • 2010-144 is an Ordinance authorizing the Mayor to enter into a lease and amended easement with the City of Cleveland and a lease with Clear Wireless, LLC. providing for the location of certain cellular telecommunication equipment on city owned property, and declaring an emergency. The BZD Committee has reviewed this issue, and the City of North Olmsted will receive $1,250 per month. The committee voted 2-0 to recommend approval of Ordinance 2010-144. • 2010-146 is an Ordinance establishing rates of compensation for various administrative and legislative personnel for the year 2011, and declaring an emergency, as amended. Council passed Ordinance 2010-151 at the last Council meeting to create apart-time administrative support position in the office of the Mayor. This Ordinance creates the funding for that position. Another addition to the Ordinance change the wages and personnel for part-time help in the Service 3 ,.. „...,
