Council Minutes of 12-07-2010 ,,., ,, Dept. to allow for additional snow plow drivers. The committee voted 2-0 for approval of Ordinance 2010-146 with amendments and suspension. Councilman Barker made a motion to amend Ordinance 2010-146 as read with the statement "additionally making a rate adjustment in the Department of Public Service for support personnel (part-time and seasonal) and declaring an emergency, as amended. The motion was seconded by Councilwoman Jones. Roll Call: Barker, yes; Jones, yes; Orlowki, no; Brossard, yes; Kearney, no; Williamson, yes; Mahoney, no. The amendment to Ordinance 2010-146 passes 4-3. • 2010-148 is a Resolution directing the Auditor of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year 2011, all money due and owing said city from any collection source. The committee voted 2-0 for approval of Resolution 2010-148 with suspension. • 2010-150 is an Ordinance to revise the Codified Ordinances by adopting current replacement pages, and declaring an emergency. The cost will be $8,389.80 plus shipping. Money was transferred to cover this cost in a previous transfer ordinance. The committee voted 2-0 for approval of Ordinance 2010-150. • Ordinance 2010-153 is an Ordinance dispensing with a formal RFP process and authorizing the Mayor to enter into a contract with Hazen and Sawyer, P.C. to provide continued engineering design and other related professional services to the City of North Olmsted in connection with proposed improvements to the Wastewater Treatment Plant and Collections System, and declaring an emergency. The reason for this Ordinance is ATS Engineering and Hazen and Sawyer, P.C. have merged. The individuals from ATS will remain on this project involving the Wastewater Treatment Plant. The committee voted 2-0 for approval of Ordinance 2010-153 with suspension. • Third Quarter Financial Review -Director of Finance Copfer reported on the state of the City at the end of nine months. The City is in fair shape. Everyone involved has been diligently staying within the budget that was passed in March. The meeting was adjourned at 9:15 p.m. Councilwoman Jones, Chairwoman of the Building, Zoning and Development Committee: The BZD Committee met on Thursday, December 2 2010 at 7:00 p.m. Present were committee members Jones, Barker and Mahoney; Council members Kearney, Brossard, Orlowski and Williamson; Council President Limpert; Director of Planning and Development Wenger and Director of Law Gareau. • Discussed first was an amendment to the preliminary plan at North Olmsted Town Center. When there are amendments to preliminary land use plans, the City Code states that at the time after approval of the preliminary land use plan or the detail plan for the development, the owners may make a request for an amendment in which case the following procedure must take place: if the amendment deals with the preliminary land use plan, such request shall be filed with the Council and 4
