With that <br />understanding, there is a big difference between civil service and a union contract. <br />Mayor Kennedy said he has studied this issue. When union employees have any <br />employment issues, they refer to collective bargaining agreements, not civil service. He <br />also said part of the sewer rate increase is to improve the collection system as well. <br />Sid King, 27149 Limpert Lane asked about Resolution 2010-161. He asked if any <br />repayment sources have been determined at this time. Copfer said the rate increases for <br />North Olmsted customers will help pay for this. They are also looking at some grants <br />and loan forgiveness through Issue I. Gareau clarified that the City of North Olmsted is <br />not part of the Northeast Ohio Regional Sewer District. North Olmsted has their own <br />wastewater treatment facility. Rate increases will not be nearly as severe as the increases <br />expected by the NEORSD. <br />Jim Burns, 28938 Lorain Road addressed Ordinance 2010-100 which is on third reading. <br />He requested that Council vote no or remove it from the agenda and bring it back to <br />committee. He is concerned because the city is holding a party responsible for somebody <br />else's liability. Most of these situations are tenant-landlord related, and the City is telling <br />the tenant that he cannot occupy a premises that he has put money into to improve <br />because his landlord has not paid his property taxes. He has no control of the landlord, <br />and the City is placing a third party at risk because of somebody else's actions. That is <br />not fair. <br />LEGISLATION <br />Ordinance 2010-100 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending Section 1119.02 of the Zoning Code of the City of North Olmsted <br />to require, as a prerequisite to issuance of certificate of occupancy, payment of or <br />agreement to make payments on real property taxes, as amended. Councilwoman Jones <br />made a motion to hold the Ordinance in committee. The motion was seconded by <br />Councilman Mahoney. Roll Call: Jones, yes with comment. If there are questions in the <br />community that still need to be addressed regarding a certain ordinance, then I think we <br />should bring it back into committee and address those questions before voting on this <br />Ordinance. Roll Call continued: Mahoney, yes for primarily the same reasons outlined <br />by Councilwoman Jones; Kearney, yes; Orlowski, yes; Williamson, yes; Barker, yes; <br />Brossard, yes. Motion to hold in committee passes 7-0. <br />Resolution 2010-139 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing and directing the Director of Public Safety to make application on <br />behalf of the City of North Olmsted for participation in, and grant funding for, the 2011 <br />Third Grade Safety Belt Program; and further authorizing the Mayor to accept the grant if <br />awarded and to execute a contract with the State of Ohio Department of Public Safety, <br />and declaring an emergency. Councilman Mahoney moved for adoption. The motion <br />was seconded by Councilman Kearney and passed unanimously.
