Council Minutes of 12-07-2010 <br />Resolution 2010-141 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing and directing the Director of Public Safety to make application on <br />behalf of the City of North Olmsted for participation in, and grant funding for, the 2011 <br />"Click it or Ticket Overtime Grant"; and further authorizing the Mayor to accept the <br />grant if awarded and to execute a contract for the same, and declaring an emergency. <br />Resolution 2010-142 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing and directing the Director of Public Safety to make application on <br />behalf of the City of North Olmsted for participation in, and grant funding for, the 2011 <br />OVI Task Force Overtime Grant; and further authorizing the Mayor to accept the grant if <br />awarded and to execute a contract for the same, and declaring an emergency. <br />Ordinance 2010-144 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance authorizing the Mayor to enter into a lease and amended easement with the <br />City of Cleveland and a lease with Clear Wireless, LLC. providing for the location of <br />certain cellular telecommunication equipment on city owned property, and declaring an <br />emergency. <br />Ordinance 2010-146 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance establishing rates of compensation for various administrative and legislative <br />personnel for the year 2011 which reflect a zero percent increase, continued furloughs, <br />concise language for vacation sell back, adding support personnel in the Mayor's Office <br />as set forth in Ordinance 2010-151 passed at the last Council meeting and additionally <br />making a rate adjustment in the Department of Public Service for support personnel (part <br />time/seasonal), and declaring an emergency, as amended. Councilman Barker made a <br />motion to suspend the rule requiring three readings. The motion was seconded by <br />Councilwoman Jones. Roll Call: Barker, yes; Jones, yes; Kearney, no; Brossard, yes; <br />Mahoney, yes with comment and a number of reservations I would like to outline now if <br />I could. I was in favor of 2010-151 to hire the part-time assistant for the Mayor's Office <br />because I recognize the need, so I don't have a problem with that amendment to 2010- <br />146 and suspending it so that young lady that we hired can get paid. My reservation and <br />objection would be to the second part of the amendment, which I previously voted no on <br />during the course of this meeting and that is to make a rate adjustment for the Department <br />of Public Service and part time personnel. That matter was not heard in committee to my <br />knowledge. That was added, to my knowledge, this evening. I had no prior notice of it <br />that I'm aware of. I believe last year we had a discussion about that particular issue, and <br />it was discussed in committee. I believe that members of the union and members of the <br />public should have the opportunity to comment on our ability to hire part-time/seasonal <br />additional snow plow drivers. So that is my objection. But, I don't want to hold up the <br />entire Ordinance because of that objection. So, I will vote for suspension tonight.
