Council Minutes of 10-19-2010 <br />• The arbitration hearing regarding Simon Cesareo's sick leave pay out was held <br />October 13. Mr. Cesareo, a police officer, left the City of North Olmsted to be a <br />police officer in Scottsdale, Arizona. The union filed a grievance stating that <br />Cesareo retired from North Olmsted and is eligible for a pay out of unused sick <br />leave of approximately $42,000. The Administration's position is that Cesareo <br />did not retire, but rather resigned to work for another employer. <br />• This week, the Building Dept. will issue the permit for renovations at the future <br />Saab dealership. The project is estimated at $650,000. <br />• The North Olmsted Historical Society is hosting a pancake breakfast at Frostville <br />this Sunday, October 24 from 9 a.m. until 1 p.m. Proceeds benefit ongoing <br />improvements at Frostville museum. <br />Director of Law Gareau: <br />• The Law Dept. is pleased to announce that Ashley Belzer has joined the staff as a <br />law clerk working primarily with Prosecutor Gordillo. <br />• The Law Dept. has undertaken an audit of outstanding liens that may have been <br />recorded with the Cuyahoga County Court of Common Pleas for judgments that <br />were outstanding with the city. Most of the judgments he found dealt with unpaid <br />collection of local income tax. They were able to find $78,728.12 of judgments <br />that have not been collected. He contacted R.I.T.A. to request an update on these. <br />• Three new property maintenance cases have been referred to the Law Dept. for <br />prosecution. <br />• He also participated in the Simon Cesareo grievance on October 13. Briefs will <br />be filed shortly and a decision is to be expected within the next couple of months. <br />• The city received a performance assessment from the U.S. Dept. of Housing and <br />Urban Development concerning fair housing initiatives. Assistant Director of <br />Law, Carole Heyward, prepared a response and is sending it to HUD pointing out <br />some errors the city believes were put into the assessment audit. She also pointed <br />out the efforts that were taken by the city since 2006 to keep in good standing <br />with HUD. The last communication they received from HUD indicated they were <br />satisfied with the city's efforts and pleased to recommend the city for continuing <br />involvement in the program. He expects to receive a "clean bill of health" from <br />HUD once he believes the error of their audit is addressed by HUD. <br />• He presented foreclosure statistics for the City of North Olmsted. For January 1 <br />through August 30, 2006 there were 73 foreclosures, in 2007 there were 85, in <br />2008 there were 115, in 2009 there were 161 and for 2010 there have been 146 <br />foreclosures filed. He pointed out that the number of properties petitioning to <br />have their valuation reduced is increasing very rapidly. <br />Director of Finance Copfer: <br />• She, the Mayor, Safety/Service Director met with DEFA the financing arm of the <br />EPA to determine and evaluate options with respect to the timing of the WWTP <br />project construction and repayment, and how to best align it with 2016 being the <br />2 <br />
