There are many <br />people who breed animals irresponsibly, and while this subject most assuredly needs to be addressed, I <br />do not think that all breeders should be held accountable for the misdeeds of some. If our society <br />operated in this manner there would be no freedom of speech, no right to bear arms, and many of our <br />other activities and freedoms would be grossly restricted. <br />Instituting breeding restrictions across the board without regard to individual actions would be the easy <br />way to correct a few problems while trampling the rights of upstanding citizens who deserve your <br />consideration. The right way to address this issue is with more research and thought as to how to <br />manage the difficulties while protecting the rights of your responsible and law abiding citizens. It may <br />take more time and effort, but aren't your constituents worth it? <br />I can speak to one member of your city who would be profoundly impacted by your decision. She is a <br />breeder of French Bulldogs and I am the proud owner of one of her puppies. This breeder is <br />knowledgable, professional, kind, careful, and always there when I need her--even four years after <br />getting a puppy from her. She will not hand over a puppy to just anyone--prospective homes must pass <br />a rigorous inspection, fill out extensive questionnaires and sign a contract. None of her puppies will <br />ever end up in a shelter, as she always retains the right to take a puppy back should the need arise. This <br />is the definition of a good breeder. <br />You should be aware of the difference between a responsible breeder and an irresponsible breeder.
