~~ <br />...,> <br />Council Minutes of 09-21-2010 <br />• As reported in the last meeting, the City has been named in a lawsuit filed in <br />Common Please Court by Anthony Hawley. It was filed without an attorney and <br />seeks declaratory relief. <br />• The Law Dept. is seeking apart-time law clerk at the Cleveland Marshall College <br />of Law to assist Prosecutor Michael Gordillo. <br />• The unfair labor practice filed by AFSCME is pending with SERB, and they are <br />working to have that matter dismissed. <br />• The Surf Shop has filed its brief in the matter of Randall Thorne vs. City of North <br />Olmsted Board of Zoning Appeals. This matter is assigned to the docket of Judge <br />Bridget McCafferty, who is on administrative leave so there will be some <br />administrative delay. <br />• Regarding commercial property maintenance issues, the Law Dept. issued letters <br />to commercial properties advising them of legal consequences of failure to pay <br />their property taxes, such as foreclosure and the inability to obtain occupancy <br />permits and other permits from the City. Letters were also issued in conjunction <br />with the Building Dept. advising them of their property maintenance violations. <br />• The Law Dept. had the occasion to prepare a rule change that was presented to the <br />Civil Service Commission at the request of the Mayor. If adopted, it would <br />provide entry level candidates for entry level positions a different point system if <br />they live in the City of North Olmsted. They would be given credit if they are <br />North Olmsted residents. This is not to be confused with a residency requirement, <br />which was struck down by the Supreme Court. Additional credit would also be <br />given if you are previously certified by an appropriate agency as a <br />firefighter/paramedic or as a police officer. <br />Director of Finance Copfer: <br />• Finance Director absent - no report. <br />Councilman Barker, Chairman of the Finance Committee: <br />The Finance Committee met on Tuesday, September 14, 2010 at 7:00 p.m. Present were <br />Committee members Barker, Jones and Kearney; Council members Brossard, Mahoney, <br />Orlowski and Williamson; Council President Limpert; Mayor Kennedy; Director of Law <br />Gareau; and Director of Service/Safety Ritenauer; Director of Human Resources Farver; <br />and Assistant Director of Finance Bruxvoort. <br />• Discussed was Ordinance 2010-113 an Ordinance to make and transfer <br />appropriations for current expenses and other expenditures for the City of North <br />Olmsted for the year ending December 31, 2010. This Ordinance provides for a <br />transfer of funds between various departments as a result of the restructuring of <br />these departments. The committee voted 3-0 to recommend approval. <br />Councilman Barker took a moment of personal privilege to recognize the Clerk of <br />Council, Marie Gallo, as she has been with the city for a year now.
