Council Minutes of 07-20-2010 <br /> <br />Councilwoman Jones and the vote was 3-0 for approval. The committee <br />adjourned at 7:08 p.m. <br />The Finance Committee met July 20, 2010 at 7:25 p.m. Present were Council committee <br />members Barker, Kearney and Jones; Council President Limpert; Council members <br />Brossard, Mahoney, Orlowski and Williamson; Mayor Kennedy; Director of Law <br />Gareau, Director of Finance Copfer, Director of Human Resources Farver. <br />• Resolution 2010-93 - A Resolution accepting a donation of no idling signs from <br />the Northeast Ohio Area Coordinating Agency, and declaring an emergency. This <br />relates to Ordinance 2009-34 passed last year which has to do with idling time of <br />vehicles. NOACA is supplying the city with three signs, and Councilman <br />Orlowski suggested placing them in school zone areas and mall areas. This was <br />recommended for approval with suspension 3-0. <br />Councilwoman Jones, Chairwoman of the BZD Committee: <br />The BZD Committee met July 20, 2010 at 7:00 p.m. Present were committee members <br />Jones, Mahoney and Barker; Council members Kearney, Brossard, Williamson and <br />Orlowski; Mayor Kennedy; Director of Planning Wenger; Director of Law Gareau; <br />Director of Finance Copfer; guests. <br />• CMS10-11 John Knox Church -This proposal consists of a building expansion <br />and site improvements. An addition will be constructed to the rear of the existing <br />building for a new fellowship hall which will match the existing building in <br />materials and design. Site improvements include expanding the parking area, new <br />lighting and landscaping. Since the applicant's pre-submission, they have <br />responded to staff and commission comments and have made plan revisions that <br />eliminated any need for variances. The expansion requires the construction of a <br />significant number of additional parking spaces. The applicant has provided for <br />parking just short of the required amount, but has proposed to landbank spaces to <br />fulfill their requirements. It was recommended to ensure screening of rooftop <br />units, provide for a masonary dumpster enclosure and modify some of the <br />planting notes on the landscape plan. The commission also reviewed the <br />conditional use permit requirements and found that there would be no adverse <br />impacts created or expanded due to the addition. Therefore, they had no <br />objections to recommending the conditional use permit and the project. <br />Councilwoman Jones made a motion to approve the conditional use permit for CMS 10- <br />11 John Knox Church located at 25200 Lorain Road. The motion was seconded by <br />Councilman Barker and passed unanimously. CMS10-11 conditional use permit for John <br />Knox Church approved. <br />Councilwoman Jones made a motion to approve CMS10-11 John Knox Church located at <br />25200 Lorain Road with the following conditions: that no variances will be requested, <br />the dumpster enclosure will be masonary and accommodate all site dumpsters, landscape <br />plans will be modified to reflect Mr. Malone's comments, the canopy illumination will be <br />2 <br />
